The White House will strengthen since 2026 control over the distribution of budget funds by state corporations, state AOs and public law companies. They will have to conduct competitive selection of contractors in the Electronic Budget system according to unified rules. This will increase the transparency of the process and facilitate business access to budget funds. Changes will eliminate the conflict of the interests of the Ministry of Finance in the management of state -owned companies as market agents sending dividends to the budget, and as an instrument for the implementation of state lords. Building state -owned companies into the vertical of management for the development of the economy, the authorities strengthen the control over targeted means – their volume is estimated at 76 billion rubles. per year.

The government approved the new rules for the distribution of subsidies among the contractors of state corporations, state-owned companies and public law companies (PPC), follows from Resolution No. 364 from March 25. Now the state corporations, state -owned companies and PPK, unlike ministries, themselves determine the procedure for distributing subsidies and their recipients. Such a gap in regulation creates the risks of ineffective distribution of budget money and their concentration in a limited pool of familiar contractors.

From January 1, 2026, state -owned companies and PPCs receiving federal subsidies will be required to select the final recipients of funds under unified rules in accordance Resolution No. 1781 dated October 25, 2023.

The Ministry of Finance explained “Kommersant” that now state -owned companies and PPK provide data on counterparties only at the time of the conclusion of the contract. Data on the selection, the procedure for its conduct and participants are not provided. “The absence of such data does not allow monitoring the achievement of support results and access to control bodies to the conducted distribution, in this regard, there are risks of failure to achieve the results of subsidies and restrictions on competition,” the department adds. The changes will ensure the transparency and accessibility of information about the distribution of state -owned companies and the PPC of funds, exclude duplicate expenses for the creation and maintenance of digital services.

Every year, state -owned companies and PPCs conclude agreements with more than 1 thousand recipients of support funds. In total, 72.7 billion rubles are broadcast on this channel in 2025. budget funds, a year earlier – 65.6 billion rubles. Compared to the total distribution of subsidiary support to legal entities directly from the budget – only at the federal level it is about 1.9 trillion rubles. (See “Kommersant” dated 24 May, 2023) – the amount is small, but ensuring the control and unification of the rules of the game will eliminate the role conflict and resolve the “dual” position of state -owned companies – as market agents filling the budget, and as a tool for the implementation of statelit (for which they receive subsidies).

The government, recall, in recent years has been increasing more and more actively into the vertical of management for economic stabilization and increasing investment in important projects for the state.

The norms of the Budget Code directly linked to the provision of subsidies with the goals of state programs with state -owned corporations – they are included in the state JSC strategy, and their achievement falls under monitoring. Digital control applies precisely to the costs associated with the fulfillment of state applications. Behind the perimeter of monitoring, there are projects related to the performance of the market functions of state -owned companies and the generation of profit.

According to the decision, the selection of recipients of subsidies should now be electronically carried out in the GIS « Electronic Budget » or on the sites of regional and municipal information systems. Two selection methods will be available: competitive (criterion – the best conditions for achieving the results of the subsidy) and a request for proposals (criteria – compliance with state support criteria and the sequence of applications for benefits). The announcement of the contractors will be able to place an announcement of state -owned companies after coordination with the main manager of budget funds.

As noted in the Secretariat of the Ministry of Finance of the Deputy Prime Minister Dmitry Grigorenko, such rules are already valid for state details, and the purpose of introducing a uniform approach to the distribution of subsidies was the formation of a single site, ensuring the comparability of their effectiveness, unification of stages and distribution procedures and transparency of the passage of funds. “At first, a resolution of 1781 regulated the uniform rules for subsidizing legal entities. Access to the means of subsidies and state -owned facilities is regulated by the Budget Code, and the sensitivity of the issue for the state is high, therefore it took a little more time to bring them to the common denominator, ”the interlocutor of Kommersant explained.

However, the market participants complained that due to the reform of subsidies, their availability has decreased, which is why the implementation of investment projects important for the state could delay: uniform rules interfere with a multi-storey examination, making adjustments to the project materials at the stage of application, and the Treasury escorted the company’s access to advances (See “Kommersant” from February 13). In the Ministry of Finance, however, they do not see the risks of blocking significant projects due to changes in the rules: the transition to the electronic budget system is applied as the state-owned companies and the PPC and the final contractors are ready. At the same time, the agency analyzes the practice of selection and the complexity that market participants face when participating in the selection for subsidies. When developing IT solutions on the portal, the department ensured an individual approach. Now difficulties in part of the selection are technical or legal in nature, they explain in the Ministry of Finance – there are ready to give explanations on the application of new rules there.
