The Carbon Residence project, carried out by Doru Țurcanu and Vasile Pomârleanu through the company Melissen Medical SRL, provides for the erection of a four -level block on the site of a house behind the church of St. Nicholas in Copou, on Aleea Grigore Voda street. The house is part of the historical monument of the « Historical Center and the Royal Court », and the owners are trying to obtain the approval to demolish it. The Zonal Commission of Historical Monuments issued a negative opinion for the demolition of the house, but the businessman from Iasi managed to return the decision after an appeal filed in Bucharest. The County Directorate for Culture Iași refused to issue the necessary opinion of demolition, claiming that the position of the National Commission has a recommendation value. Turcanu’s company has demolished the house without waiting for the DJC opinion, but it still needs the document in order to radiate the building in the land book. The conflict reached the court, where Melissen began to produce a series of dubious documents issued by state institutions. In the face of private capital, officials from the Ministry of Culture and the National Heritage Institute have mystified reality to support the developer to the detriment of the state. DJC Iași made a criminal complaint against the developer for works without authorization and the destruction of a building from a historical site. The County Police Inspectorate led by Costel Gîtlan buried the file and did nothing in two and a half years.
