To note the first statement from Cotroceni, as a sign of start of the new mandate:

« At the initiative of the President of Romania, it was agreed that, in parallel with the negotiations for the formation of the new government, a plan of measures to reduce the public spending will be developed, which will be assumed and implemented by the future executive.
For this objective, the mentioned parties and the representatives of the national minorities will be a technical working group, which will carry out their first meeting on Thursday, May 29, at 3:00 pm, at the Cotroceni Palace. At the meetings of this working group, Mr. Radu Burnete and Dragos Anastasiu will participate from the Presidential Administration ”.

Just installed in Cotroceni, among the first things, maybe even the first, the president announced the formation of a group made up of two representatives of the so-called pro-European quadrilateral to work on a program of the budget deficit. Plus two representatives of the president, of which at least one is an economic ears ride on the small screens.

It would be a plan to reduce public spending. This was also the most important topic mentioned in the election campaign by the mayor of Bucharest. Something else mattered. The Russian danger is no longer a favorite theme, the armament of Europe remained as in Brussels and in Paris, extremism is only the subject at G4 Media and the Muraru brothers, and the involvement of the president in court, after the nervous reaction of the legal world, has become a subject for before.

Therefore, the president, mathematician with experience only in town hall and in an environment and urbanism (in this chapter, as a brake) has thrown on the reduction of the budget deficit. He has no skills and no experience in the matter, but he understood the danger and seems to be focused on him, asking for some solutions and turning their elaboration. Before appointing counselors and truly taking over the leadership of the Presidential Administration, the new President Nicușor Dan triggered an initiative, following as based on the lighting and the proposals made by the working group, the parties in the future coalition (through the designated government) to put on discounts. This is a kind of program in the field.

-« It doesn’t sound bad! Look at a practical and determined man » will be exclaimed by the supporters and taxpayers terrified by the state of public finances and the burdensome external debt. The reduction of the budget deficit thus becomes the basic pillar of a government program for a government prepared from the Cotroceni Palace, at the request (order) of President Nicușor Dan. Which does not match the Constitution of Romania, nor with our democratic experience so far.

In Aricol 103 of the Constitution of Romania (subtitled « Inquiry ») writes black on white that the president designates a candidate and that he will ask the Parliament the vote of trust on the program and on the entire list of the Government. Point.

(2) The candidate for the position of prime minister shall request, within 10 days from the appointment, the trusted vote of the Parliament on the program and the entire list of the Government.

(3) The program and list of the Government are debated from the Chamber of Deputies and the Senate, in a common meeting. The Parliament gives confidence to the government with the vote of the majority of deputies and senators. ”

Subsequently, the program is debated in the Chamber of Deputies and in the Senate in the common meeting and the trust vote is granted. Or no. Nowhere in the Constitution of Romania does not write that the program is made up with the president’s contribution and that it is prepared at the Presidential Palace in Cotroceni.

Is it a misunderstanding of the president’s role or a little trick? The new president of Romania assumes in the masked way the discounts of institutions and expenses. What Traian Basescu did with pensions and budgetary salaries but, this time, masked in a recommendation of a working group of amateurs and from the representatives of the parties who will participate in the future ruling coalition.

Because he repeated his proposals in the issue of the budget deficit (useless and insistently asked in the election campaign by journalists who do not make the difference between Presidency and Government! For him he became a kind of one -point country project.

Nicușor Dan does not ask for an economic vision. It has no where. No financial and fiscal strategy. It’s not his job. The peak of the absurd. In the election campaign the field was not approached in the serious way. And because of the school questions, and because of the « minute » available, and, above all, because of the failure of the candidates and the moderators. And the directing of Romania based on a river resulting in a three-day mini-seminar, with eight participants, two from a party, is risky. It can be wrong, it can take God knows where. This formula goes to a town hall. It would not have a force for application to a ministry. In a European state with some claims, it looks rather like an improvisation.

And one more thing, just as important. The preparation of a priority program for the Parliament and for the Government under the control of the President of Romania opens the gates of a subordination of the Legislature and the Executive towards an institution represented by a single man, defended and overwhelmed by the multitude of votes obtained. Not safe, but many.

It would be a safe way to a democratic catastrophe.
