It is a late autumn evening when the intervention force enters a villa garden in a small community outside Skåne Hörby. The police have made their way to the brick villa without being seen, and first hidden to look for the 37-year-old man to arrest. He is known by the name of Nytorgsmannen and is one of Sweden’s worst serial rapists of all time.

What the police find When they go through his mobile phone, it is recognized from the investigation of the series rape in Stockholm. Instead, he has filmed under their skirts, dresses and shorts, outdoors. When the police confront Fredrik Lundgren with suspicions that he was sneaky outdoors on 77 occasions during the summer of 2024, he admits. But he did not know it was illegal, he claims – even though he understood it was « inappropriate ». In interrogation, he tells how he arranged a mobile phone in his pocket on a broken shoulder bag. Then he wore the bag so low that he could film under the skirt on women that he followed and went close.
« I want to test how my experience of it would be, » he says.
Since he wore a footcuff, the police have been able to trace his exact movements. Fredrik Lundgren himself describes the filming as a « trigger ».
« Since I have replaced all forms of triggers, thus alcohol and cigarettes and other things as partying and everything in the lifestyle I had before. I have just as well as replaced with other things. Like becoming a so -called anchor, » he says in the interrogation.
The notes on his mobile are full of short to-do lists, memo notes and loose sentences. What he has written down from the release in March to the arrest in the autumn is part of the evidence that will show that the crimes were not spontaneously committed, but have been planned.

Christina Thingwall, an expert on the Prison and Probation Service, says she cannot comment on individual cases. But she says that a person who neglects his contacts with the free care is first called for conversation, then can get a warning and stricter conditions. If you continue to misunderstand, the Supervisory Board can decide to forfeit up to 90 days of the conditional sentence. Then the person may return to prison.
For, Christina Thingwall points out, a person who is conditionally released still serves a sentence.
What many wonder is how to be suspected of having committed so many crimes when you have had an effort at the free care during that time. What do you think about it?
– I understand that you wonder. As I said earlier, a punishment is still ongoing, but in a new form, it is going on in freedom. These people are moving out in society just like you and me. We have contact with people in the way that the individual plan says, but all other time, the person is out in the community and has the opportunity to make their free choices. To follow the rules and other things we have in society or not to do so.
