Slovenia is late in implementing a recovery plan


Slovenia has been facing since 2022 delays in implementing the recovery plan and resistance (Noo). These are mostly due to the fact that the Government, the Ministry of Finance and the Office for Recovery and Resistance in the Selection of Measures in the NOO have not sufficiently taken into account their feasibility within the deadlines, notes the Court of Auditors.

The Court of Auditors conducted an audit whether the Government, the Finance Ministry and the Office for Recovery and Resistance were effective in managing the implementation of the recovery and resilience plan (NOO) from 1 July 2020 to 30. June 2024. The European Pandemic Financing Plan for the Slovenia pandemic allocates EUR 1.6 billion in grants and a billion euros, but the government proposes to reduce the available loans. Many measures cannot be implemented in a timely manner.

The NOO was prepared by the Janša government, while Golob continues its implementation, and due to its demanding implementation it has changed it three times. “According to the Court of Auditors, planners would have to systematically identify, evaluate and evaluate the risks associated with the achievement of the limits and goals in order to ensure the most successful implementation of the NOO, because of its ambition and important development opportunities for the state. However, decision -makers should take the risks accordingly when determining the milestones and goals included in the NOO, « the Court of Auditors warned.

Criticism also from Brussels

We have reportedthat the implementation of the NOO was also reviewed by the European Court of Auditors, which found that Slovenia had filed six of the 11 planned installments by the end of last year. Slovenia, however, reduced the administrative number of planned meals this year to six. The state is also late in claims this year.

So far, Slovenia has benefited EUR 1.1 billion from a recovery plan and resistance: EUR 673 million in grants and EUR 426 million in loans. This is 41 percent of all funds estimated by the end of next year. According to the proportion of the payments made throughout the estimated allocation of funds by 2026, Slovenia ranks 16th, and in terms of the proportion of landmarks and the achieved goals approved by the European Commission, the city higher. The deadline for the last request is at the end of September next year.

Several shortcomings have eliminated

The Slovenian Court of Auditors notes, among other things, that the reports of the Office for Recovery on the Consideration of the NOO were substantially impossible, so they did not allow for effective monitoring and directing of the NOO: « Although they pointed to significant deviations in the achievement of landmarks and goals, the government’s response, which had the only authority, was not a timely manner. »

The Court of Auditors also notes that the Government, the Ministry of Finance and the Recovery Office, on the basis of the findings of the Court of Auditors, had already implemented measures to improve business during the implementation of the audit.
