Sigulda is scheduled to set up debris sorting and recycling, residents challenge the building permit / day
The Society has found that in Sigulda, very close to the building areas of residential houses, SIA « DGR serviss » plans to establish a debris sorting area, to build hangar and car park. It is planned that the « Field Kash » is expected to create sorted construction waste, unsorted construction waste and various metals for the reception, sorting and construction waste processing (crushing).
The creation of such a debris area at the border of the city means constantly the formation of huge amounts of dust throughout the processing of the debris – when the debris is brought and dumped in the area when they are sorted and handled, but the foaming is expected to be crumbled and sifted. In addition to these risks of air pollution, the risks of environmental pollution are also caused by rainwater – the entry of untreated wastewater in the environment, such as adjacent plots, and groundwater pollution. The risk of environmental pollution is also caused by noise and vibrations caused by debris sorting and processing.
On March 18, 2025, Sigulda County Construction Board issued a building permit, which entitles the construction initiator to start the implementation of this construction project. Taking into account the high risks of environmental pollution and the implementation of the idea close to the residential building and the information available to the owners of SIA “DGR Serviss”, the Society has challenged the building permit issued to the Sigulda Municipal Administrative Act Commission. In the assessment of the Society, the construction of such an object in a given area is not permitted due to the circumstances specified in the future.
The sole member of SIA “DGR Serviss” is Kaspars Liepiņš and the wife of the true beneficial is Ilvija Liepiņa – Kaspars Liepiņš. All shares of SIA “DGR serviss” are owned by SIA “Vidzeme Laukas”, where all parts are owned by Ilvija Liepiņa. So, in fact, SIA “DGR Serviss” and SIA “Vidzeme Laukas” represent the same natural persons as related companies.
In 2024, the State Environmental Service established violations of environmental protection requirements in real estate owned by SIA “Vidzeme field”. For example, the State Environmental Service has launched an administrative violation process that the property « Priežukalni », which is located in the Gauja National Park – the country of national importance, is stored and sorted, which is classified as construction and demolition of construction and structures (including soil from contaminated areas). The State Environmental Service also found that there is no valid passport and the permission of the mineral extraction of the common minerals, the act of setting the landmarks in the deposit, the development of the deposit and the permit area is merged with the adjacent sand deposit « Career in Ziedles ». This deposit is also located in the territory of the Gauja National Park, no reports on mineral mining since 2019, no information on the calculated and paid natural resource tax, no information on the last topographic survey of topographic surveys and calculation of the volume of valid mining, 105950 m3. Therefore, the State Environmental Service had ordered the owner of the real estate “Priežukalni” SIA “Vidzeme field” to ensure the conservation of the deposit and outgoing.
In addition to the above, the State Environmental Service, following the inspection of August 22, 2024, had decided to commence the administrative violation process for violations of SIA Vidzeme Field that there was a cover removal outside the development area, including the mineral part, including most of the covered material in an inappropriate State Environmental Service 02.11.2022. for the agreed conditions of the mineral mining project and in an inappropriate place.
The Society believes that the detection of such violations and the initiated administrative violation processes for non -compliance with various environmental protection requirements were sufficient basis for the Sigulda County Construction Board to critically assess whether it is permissible to issue a new building permit for the construction permit area of SIA « DGR serviss » in Sigulda. The Construction Board should have taken into account that the State Environmental Service had identified a number of significant violations in the operation of its related company SIA « Vidzeme Laukas », including the storage of construction and hazardous waste in the territory of the Gauja National Park, despite the fact that the operation of the site is unacceptable.
It is possible that in the construction of the Celtic Processing Square, the Building Board chose to turn their eyes to these violations found by the State Environmental Service or to say that they did not know about them, as it has already been experienced that Liepiņi family companies enjoy a special favor at the Sigulda County Construction Board and especially from the environmental development planner Zane Gater. Recently, the decisions made by Sigulda County Construction Board have shown that they are made to the benefit of narrow interest groups, ignoring the opinions of the population as well as environmental protection and building rights.
