Shift in negotiations in Istanbul: Young prisoners go home, but peace still has no
On Monday, after new negotiations in Istanbul, the Russians and Ukrainians agreed to the exchange of all prisoners of the 25 -year -old prisoners and severely wounded, as well as to surrender thousands of bodies of fallen soldiers, although the ceasefire was not agreed. Negotiations in the Istanbul Palace Ciragan only lasted an hour, and Ukraine suggested a new meeting with Russia between 20 and 30 June, said Chief Ukrainian negotiator, Defense Minister Rustem Umerov.
The result of the negotiations is an agreement on the exchange of all seriously wounded or seriously ill prisoners of war and young soldiers between 18 and 25 years.
Umerov said that Moscow and Kiev would exchange bodies of fallen soldiers on the « 6000 by 6000 » principle. This was confirmed by Russian negotiator Vladimir Medinski.
Russia once again rejected the proposal on the unconditional interruption of the fire and proposes a partial truce of « two to three days » on certain parts of the front line. The truce of at least 30 days, the return of soldiers under the age of 18, the liberation of the prisoners and the return of the body of the dead soldiers were the first Ukrainian request. The return of abducted children was their second request. The last request was the leader meeting.
Umerov emphasized that the return of their abducted children is a priority. Ukrainian officials say that Russian forces from the Ukrainian territory have forcibly taken hundreds of children and want them to return home within the peace agreement. Moscow says the children have been moved to protect them from conflict.
The Russian delegation handed over to the Ukrainians the « Memorandum » about « ways of establishing permanent peace » and « measures to be taken to establish a complete interruption of the fire ».
