Serious attack on parliamentary order
Dnevnik publishes the position of the Bulgarian Helsinki Committee on Friday (March 21) after the Parliament President announced Assoc. Prof. Natalia The Sourthat the sword party no longer has a parliamentary group.
Assoc. dissolved one from the opposition parliamentary groups, despite the presence of a sufficient number of legitimately elected MPs.
The President of the National Assembly, Assoc. Prof. Kiselova, consistently demonstrates behavior that raises reasonable doubts about its impartiality and commitment to the principles of parliamentary democracy:
- systemic lack of sanctions for unacceptable statementsincluding the call for the destruction of the Constitutional Court, made by MP Kostadin Kostadinov during the debate for the election of a new constitutional judge;
- admission of extreme and offensive rhetoric During the same debate in which the names of the Bulgarian Helsinki Committee and the judges Zdravka Kalaydzhieva and Yonko Grozev were used in a manipulative manner, without reaction by the management of parliament;
- Assoc. Prof. Kiselova solely submitted a declaration that questioned the independence of the Constitutional Courtdespite her expert experience in the field of constitutional law;
- A new constitutional judge was admitted in a defective procedurehastily and contrary to the established practices, during the 22-hour meeting for the adoption of the state budget;
Kiselova defended his decision on the sword, Trifonov supported Vasilev, Kostadinov suggested legal aid
- the organization of the oath of new MPs from the Sword Party She was deliberately conducted to lead to the collapse of the parliamentary group, with which its representatives lost positions in parliamentary committees and the opposition was permanently weakened.
These actions are a serious attack on the parliamentary order and require an immediate reaction.
