Self -determination cannot make the government without the opposition!
The Speaker of the Assembly of Kosovo, Glauk Konjufca, at the same time vice president of the Vetevendosje Movement, said he does not believe that the formation of the new government is possible without the involvement of opposition parties in the ruling coalition.
Konjufca said that Vetevendosje aimed to win 500,000 votes in the February 9 elections in order to run the next government alone.
But, according to him, the electoral result has shown that such a thing is not possible.
« We had the goal (to secure) 500,000 votes. We have not reached them. Now it’s another scenario. It’s a B scenario, » Konjufca said.
Konjufca said there are currently two scenarios: the first, the vote of a government until the election of the new president; And second, the voting of a new long -term government.
President Vjosa Osmani’s five -year term ends in April next year.
Asked about the invitation for a meeting that Vetevendosje Mayor Albin Kurti sent to the President of the Democratic League of Kosovo, Lumir Abdixhiku, Konjufca said that this invitation « is the most normal case » in a democratic society. Such an invitation has not been sent to other opposition parties.
Konjufca made these comments after a meeting with representatives of political parties, a week before the constituent session of the Assembly of Kosovo.
Kosovo’s President, Vjosa Osmani, set April 15 as the date for the constituent session of the new parliamentary composition, emerging from the February 9 elections.
The designation of the constituent session marks the first step towards the formation of new institutions, following the certification of election results by the Central Election Commission on March 27.
Vetevendosje « delayed »
Political scientist Dritëro Arifi estimated that the Vetevendosje Movement has « lost time » after having had to start talks with other parliamentary parties to form the new government shortly after the election day.
« It doesn’t seem serious to me that at such a moment, now this statement comes out, » Arifi told Rel, referring to Konjufca’s statement.
« From my point of view, it had to start negotiations with parliamentary parties on February 10th to see what points they agrees. But the Vetevendosje Movement has done the opposite, » he said.
He believes that « a larger Albanian coalition » is needed to create « a good momentum to withstand the great geopolitical changes that are occurring, but also the reforms that are important for the well -being of the citizen ».
PDK does not give cut stand, LDK rejects Kurti
Democratic Party of Kosovo Vice President Uran Ismaili did not give a definitive answer if they would accept an invitation to meet if it came from the Vetevendosje Movement.
Ismaili said that at this stage it is first to the first party to prove the operationalization of new institutions. If it fails, then, according to him, Bedri Hamza can secure the necessary votes.
« We have an extremely clear position and great faith, with a candidate like (Bedri Hamza) who manages to create a majority, if there is a first party’s inability to form the government, » Ismaili said.
Meanwhile, the chairman of the Democratic League of Kosovo (LDK), Lumir Abdixhiku, said on Tuesday that he did not accept the invitation of Kurti for a consultative meeting.
Earlier, LDK Vice President Doarsa Kica-Xelili said that with Vetevendosje there is a big gap, not only because of political differences, but also because of the way Albin Kurti has ruled the country in the last four years.
At the meeting, Albulena Haxhiu from the Vetevendosje Movement, Muharrem Nitaj from the Alliance for the Future of Kosovo and some of the representatives of minority parties were also present.
What is foreseen on April 15?
On April 15, the elected MPs appear in the Assembly. The constituent session is led by the oldest MP, assisted by the youngest MP. The elected MPs take the oath.
Then, the first party proposes the candidate for Speaker of Parliament and during the session the vice presidents are elected.
The session ends with the election of the President and Vice Presidents, according to the Assembly Regulation.
Following the constitution of the Assembly, President Vjosa Osmani must mandate the first party in the election, in this case the LVV.
The Constitution states that the mandate then has 15 days to submit the new composition of the executive in front of the Assembly and request 61 votes to vote.
According to the results, in the new parliamentary composition the Vetevendosje Movement will have 48 MPs, the Democratic Party of Kosovo 24, the Democratic League of Kosovo 20, the Serbian List and the Coalition Alliance for the Future of Kosovo with the Social Democratic Initiative.
If the first party fails to receive the support of at least 61 MPs, then President Osmani has a deadline to appoint another mandate within ten days.
She invites parties to consultation and is at her discretion who she mandates to form the executive.
The second mandate also has 15 days to submit to the Assembly the composition of the cabinet.
But if the government is not formed even after the second attempt, then President Osmani, according to Article 95 of the Constitution, must declare new elections, which should be held no later than 40 days.
The Vetevendosje Movement, which first came out in the February 9 elections, stated the day before that it aims to vote for the new government, led by Albin Kurti during the constituent session.
However, so far, the Prime Minister of Kosovo and at the same time chairman of the Self -Determination Movement (LVV), Albin Kurti, has officially announced that he has met the minority political parties.
Kurti held these meetings in an effort to secure the votes needed to form the new government. After meetings with minority representatives, he accused Serbia of trying to « sabotage the establishment of new institutions ».
As for the largest parties, so far Kurti has sent an official invitation to meet only the President of the Democratic League of Kosovo, Lumir Abdixhiku.
