See who strikes on Friday, unions want to delay the reform: children are not experimental rabbits!
Part of Zagreb students and four central Croatia counties have an extended weekend. On Friday, the fifth part of the circular strike is three educational unions. They announced that in these five counties 40 percent of their membership, about 5,000 employees, so a great response is expected. The unions addressed the public from the Zagreb Fair, where the International Competition of Secondary Vocational Schools « World Skills Croatia », to warn about the problems in modular teaching, which is entering all vocational schools from next year.
– Educational institutions are not prepared, neither technically nor human, to introduce the reform into all the first grades – said Zrinko Turalija from the Independent Union of Employees in Croatian Secondary Schools.
Considering that on April 17, the deadline for enrollment of curriculum for vocational occupations, by which students will enroll in high schools this year, Turalija considers them to be brought before the finished act.
– We simply do not even see the reason that they insist on something when it seemed to us that they only realized that this was not good and that it should be done – he noted, and the problems of vocational schools have warned about problems.
E-DEMENSHIP is not yet adapted
– We have schools a year conducted by experimental teaching and have not yet received an e-diary adapted to modular teaching. Then what awaits us all? There were more than 900 modules remarks in e-Savings. Absolutely all remarks are refused – warned Snježana Vuk, a professional teacher of the Mechanical Engineering School of Faust Vrančić in Zagreb.

– It is unacceptable that it is offered, it has not been elaborated and leaves big questions. How do we transfer it to the children? We got the curricula for new occupations in March, this is not enough time to prepare the teacher. Ivica Incret, teaching geology in the Construction, Natural Sciences and Mining School in Varaždin, also warned about this, which has worked on vocational reform since 2016.
– This is not a reform because the reform would mean analyzing the existing condition, good and bad conditions, so it is well kept and upgraded. Education is a dispute and a sluggish system that does not tolerate a good sudden change. Imagine going to turn a big truck abruptly. Like any revolution, it underlies the complexity of the system, the situation as a whole proclaims bad. As a consequence of this, everything should be demolished and re -embarked on ideological foundations – he said, but he did not want to clarify what would be the « ideological foundation » of « reform.
‘Teachers do not know if they will be surplus’
NSZSSH lawyer Mirela Matijevic-Herceg warned that a legal framework and several sub-final regulations have not been amended to date to make modular teaching legally introduced. There is a special problem, she noted, that the issue of possible excess teachers and the possibility of employing in several schools was not resolved.
– We made a survey as a union. Data in 98 schools of 230 show that modular will directly affect the hourly rate for 260 employees. This is 183 teachers of general education subjects and 77 vocational subjects. Each teacher must know by July 15, whether or not he will be an organizational surplus. He won’t know that because we don’t know the staffing conditions, ”she said.
Mile Zivcic, director of the Professional and Lifelong Education Agency, which prepares vocational reform, replied that there was no talk of being dismissed or excess due to modular teaching. He believes that it is unfair to ask students to delay or stop a reform that changes the 30 years of old educational programs and finally brings modern education.
The students we spoke with points out that they want change, but they are not sufficiently informed about what awaits them next year. Thus, students of the Zadar School of Economics told us that they heard that they would have « one subject all day » and they did not like it. They point out that they want to choose more items to listen to, and a uniform hourly rate in the week.
Fuchs: Pay them!
Ministry of Science, Education and Youth It has announced its strike information on Wednesday. The central salary calculation shows that 2062 of 7861 employees, or 26.23 percent, were strike. This is a decline of 17.39 percent compared to the first day of the strike.
– I guess the unions will make up for members of the lost daily allowances, so far they have not said in a word whether. However, if they have been collecting membership fees for years, then they probably have a payment to pay – said Minister Radovan Fuchs.
