Security forces can be obliged to take genetic material for identification in case of death
The Ministry of Defense of the Russian Federation proposes to conduct mandatory genomic registration of military personnel, as well as employees of a number of other law enforcement agencies. The corresponding bill was published on the federal portal of draft regulatory legal acts for public discussion and conduct an independent anti -corruption examination.
As noted in the explanatory note, the document was developed by the order of the President of the Russian Federation following a meeting of the Human Rights Council on December 10, 2024 and “in order to increase social protection of family members” of certain categories of citizens. In the case of its adoption, new demands will affect civilian specialists and military personnel of the Armed Forces, the Russian Guard, volunteer formations, employees of the military prosecutor’s office, the FSB, the FSO and the SVR, which can be used for service in the combat zone and the fulfillment of tasks outside the territory of Russia. In addition, this measure will be applied to foreigners entering military service in the RF Armed Forces under a contract. Registration of genomic data will be carried out by units of internal affairs bodies in the direction of officials of the relevant departments, and these data themselves will be stored « until the persons reached 70 years or until the fact of the death of these persons with the establishment of their personality. »
Recall that genomic data is information about human DNA, which allows you to identify a person in cases where other methods (visual identification, fingerprints, dental cards) are impossible or insufficient. In the context of the mentioned bill, they can be used, for example, to identify the dead and take measures to social support for their families, as well as for other purposes related to military service.
