– The risks arise from the untouched provisions for the deadlines for reporting internal advertisements. This creates space for reducing competition and favoring candidates. It has also been established incoherent legal technique and ambiguous formulations, ie the provision of paragraph 2 of the Rulebook states that the deadline is part of the data in the telegram submitted to publish the internal announcement, but it is not precisely regulated whether this deadline is required, which determines and how – said the member of the SCPC.

According to him, the Minister’s wide discretion of the Minister to regulate the procedure for promoting employees through a bylaw without precise legal frameworks, which creates the risk of influencing the merit system and the integrity of the process itself.

In order to minimize the risks of corruption and conflict of interest in internal promotion procedures at the Ministry of Interior, the SCPC will submit this report to the proposer of the Law on Internal Affairs and to the authorities responsible for its implementation – noted Bogoevski.
