Russia’s conditions for a global armistice

Russia has asked Ukraine to withdraw its troops from the four regions of the country whose annexation is claimed by Moscow, before accepting a global armistice, according to the Russian memorandum transmitted to Kiev on Monday and published by Russian news agencies, AFP reports.

According to this document, provided to Ukraine during the negotiations in Istanbul Monday, Moscow wants a ‘complete withdrawal’ of the Ukrainian army in the partially occupied regions Donetk and Lugansk (East) and Zaporojie and Herson (south) before ‘establishing a 30 -day armistice’.

This memorandum, which also defines the Russian requirements for a conclusion of the conflict in Ukraine, provides for an ‘international legal recognition’ as the Russian territories of these regions and the Crimea annexed in 2014.

It also requests the erection of economic sanctions and that Ukraine will give up the claim of damages from Russia, which has launched a large offensive against its neighbor in 2022.

The document also includes the ‘neutrality’ of Ukraine and its renunciation of integration into military alliances, in the context in which Kiev aspires to adhere to NATO. The size of his army must also be limited, according to this document.

This three -page memorandum published by the TASS state news agencies and RIA Novosti also mentions a stop of Western weapons to Kiev and the end of the information exchange, as well as a prohibition on nuclear weapons in Ukraine.

The document also stipulates that Ukraine will release the ‘political prisoners’, military and civilians, as well as its commitment to respect ‘the rights, freedoms and interests of the Russian speaking’ in its territory.

Reflecting the will expressed by Moscow to ‘denatify’ his neighbor, the document requires the dissolution of ‘Ukrainian nationalist formations’ within the armed forces.

These maximalist requests have already been rejected several times by Ukraine in the past.
