Russia proposes to create a new global security architecture

The prospects for creating a new global security architecture were discussed on Wednesday, May 28, in Moscow at a large international forum organized by the Council of Security of the Russian Federation. During the event, in which high -ranking security officials from 104 countries took part – mainly the global south and east, Russian officials explained to the guests than the current world -order, which was beneficial only to the West and what needs to be created in return. Among the delegates were representatives of unfriendly Russia countries, including for the first time in several years – diplomats from the United States.

The international meeting of high representatives who oversaw security issues is held in Russia for the 13th time (it opened on Tuesday, May 27, and will end on Thursday, May 29). In previous years, the forum was held in different Russian cities (in 2024 in St. Petersburg), this time-in the National Center of Russia in Moscow. For Sergey Shoigu, who became secretary of the Security Council of the Russian Federation (forum organizer), this is the first such conference. 126 delegations from 104 countries led by secretaries of security councils, assistants and advisers to the heads of state on national security issues, ministers and heads of special services, as well as 13 general secretaries and representatives of the leadership of international organizations responded to his invitation.

Among the participants bOThe most part is the countries of the Global South and the East. On the fields of the forum, Sergei Shoigu on Tuesday and Wednesday took a real negotiation marathon: he held separate meetings with many heads of delegations, including curators of the Chinese special services of Chen Wencin, the Minister of State Guide DPRK Lee Chkhan Dae, secretary of the Higher Council of the National Security of Iran Akbar Ahmadian, the president of the Republic of Serb Milorad Dodik. In the framework of the forum, informal meetings of the delegations of ASEAN, BRICS, SCO and the CIS were also held. At the same time, representatives of states recognized by the authorities of the Russian Federation as unfriendly, including South Korea, Singapore and Switzerland, take part in the conference. This year, for the first time in a long time, representatives of the United States were invited to the event. The American delegation is represented by two employees of the US Embassy in Russia.

The key theme of the event was the prospects for creating a new global security architecture. She, as follows from the speeches of Russian officials, should replace the current world order, which is beneficial to Western countries.

This topic in a video message to the forum participants was also affected by Russian President Vladimir Putin. “The new security architecture should be equal and indivisible. All states must receive firm guarantees of their own security, but not at the expense of the security and interests of other countries, ”he said.

According to Vladimir Putin, it is necessary to make the Eurasian continent « the space of the world and stability, an example of sustainable economic, social and cultural development. » “We believe that the basis for creating such a universal security system could be existing and well-established multilateral interaction formats, such as the Shanghai Cooperation Organization, the Eurasian Economic Union, the organization of the collective security agreement, the Association of the Southeast Asia states and others,” the president suggested.

Having stated that the meeting of the Global South and East is widely represented, Vladimir Putin said that « it is they, in fact, form the world majority, strive to more actively influence regional and international processes, defend the principle of sovereign equality and the right to their own development model. » Having built a joint work, he called on them to rely “on positive historical experience, on the lessons of the past”, including the Second World War, during which many states united “in the fight against evil, Nazism and militarism”.

None of the senior Russian participants directly said this, but it clearly followed from their speeches that Moscow calls on the countries of the world majority to unite against the hegemony of the “minority”, that is, in fact, against the West.

The Russian Foreign Minister Sergei Lavrov said in his appeal that Western countries systematically violate the principle of sovereign equality of states. “If we take the chronology of conflicts after creating the UN and the approval of this principle (sovereign equality of states. « Kommersant »), unanimously approved by all, there was not a single conflict or crisis in which the West would be guided by the respect of the sovereign equality of states. Never. I invite you to see the history of all the conflicts that existed over the past 80 years, ”he called on the meeting participants.

The director of the foreign intelligence service of the Russian Federation Sergey Naryshkin dug even deeper in his speech. “A retrospective analysis of the history of international relations shows that the source of all the largest military conflicts of the last three centuries was a narrow circle of almost the same Western European states. Starting from the Seven Years of the War of 1756-1763, which for the first time in history was carried out at once on five continents, and ending with the Second World War, we see the same thing, ”he said. And today, according to Sergei Naryshkin, the Western countries continue « hegemonic attempts to change the balance of power in the world in their favor, which again threatens global and regional security. »

Russia, as follows from the speeches of representatives of the Russian Federation, strives to create a multipolar world order, which is opposed to the West.

“In America, and especially in Europe there are still many those who sees in multipolarity it is not good, but a challenge and even a threat. A threat of the notorious order based on the rules that the West is trying to establish after the end of the Cold War in their selfish interests, ”Sergey Lavrov said at the forum.“ For worthless purposes, the international community imposes the idea that the multipolar world is chaos, the struggle of all against all. We cannot agree with such interpretations – they do not reflect the real state of things. ”

Do not agree in Moscow and with the thesis promoted by some Western politicians about the inevitability of rivalry and even clashes of the great powers. “Take a relationship between the Russian Federation and China – two great neighbors. Relations are developing dynamically and, according to the leaders of China and the Russian Federation, are in the best state in their centuries -old history and in quality are a much more advanced form of interaction than the classic unions of the past era, ”said the Russian Foreign Minister.

To take a “worthy place” in the “emerging world order” the West, according to Sergei Naryshkin, can still, but for this he must “discard the racist habit of imposing its own rules of the game to other countries”.

Sergei Lavrov urged Western countries to abandon « pushing their destructive, ideological, extraordinary attitudes and begin to conscientiously observe the principles of the UN Charter. »

Sergei Shoigu called the main task of the “world community” “building such an architecture of security, which would be based on the principles of equality and respect for cultural and civilizational identity.” “We appreciate that such approaches of the Russian side find a lively response among most countries in the world, whose representatives arrived in Moscow,” he turned to the forum participants.

Among those who were given a word at a panel session, the majority really performed from close positions. The Secretary General of the National Security Council under the Administration of the President of Turkey, Owi Memish complained that « the existing international order is not able to ensure peace, stability and justice » and « cannot offer effective solutions to the problems that the world community faces. » Milorad Dodik said that the special military operation of Russia in Ukraine is “absolutely justified”, since Russia “protects not only itself, it protects the principles of international law, fights against the system that we are imposed in international relations”. And the Secretary General of the SCO Nurlan Ermekbaev emphasized that « security cannot be the privilege of the elect and cannot be ensured by the safety of others. »

Delegates from unfriendly countries did not perform, but listened carefully. And sometimes even something was noted.
