Russia also violated more agreements: chronicle of unsuccessful negotiations with Ukraine – the world
Until the direct meeting of Putin and Green this Thursday, they would not come, but some negotiations of Kiev and Moscow should still be. On the eve of meeting Istanbul, we remind you of the previous attempts to get peace in Ukraine.
Russian President Vladimir Putin does not travel to Istanbul at the negotiations on the end of the war against Ukraine, it was announced from Kremlin.
Instead, The Russian delegation will lead its advisor, Vladimir MedinsKI, who used to be the Minister of Culture and is considered a politically « easy player ».
Medin was already involved in the negotiations on the end of the war 2022, also in Turkey, which were then completed without results. And they weren’t the only one.
After Russia in 2014. unlawfully annexed Crimea, Ukraine, its European Allies and the United States has been initiatives to resolve the crisis for more than a decade – so far without success.
What is the most recent truce proposal?
Now Putin proposed a new round of fire cuts this Thursday 15. May in Istanbul. His announcement followed the new attack by drones on Kiev, which was performed by Russia after the expiration of a unilateral declared three-day « truce ».
European leaders rejected the idea of direct talks, if the unconditional ceasefire between Russia and Ukraine were not previously agreed. This attitude also represented Ukrainian President Volodimir Green, but in the meantime stated that he was ready to meet with Putin in Istanbul and without that precondition.
The latest events are the result of multimedic negotiations between the United States and Ukraine and, separately, between American and Russian diplomats. Before he was elected president of the United States, Donald Tramp promised to end the conflict between Russia and Ukraine, but on the first day of his term.
Although this did not happen, his administration repeatedly tried to mediate in reaching an agreement on the end of the war – without equal inclusion of European partners. The Tramp itself stated that he was ready to come to Istanbul, if the Presidents of Russia and Ukraine were also there – that will not come now.
History of violated truce
From the Russian invasion of Ukraine 22. February 2022. year, a permanent truce was never achieved. However, several short-term agreements have been achieved. Both parties have accused each other for a violation of these agreements. Even the truce that declared only one side violated.
As an aggressor in this conflict, Russia has also violated more agreements that were to guarantee the territorial integrity of Ukraine after the disintegration of the Soviet Union.
Budapest Memorandum and Friendship Agreement from 1997.
The Budapest Memorandum is an agreement between Russia and Ukraine concluded 5. December 1994. years, who also signed both the United Kingdom.
The memorandum came into force after Ukraine agreed to hand over Russia his nuclear weapons inherited from the USSR. In return, Russia, the United States and the United Kingdom will « respect independence, sovereignty and existing boundaries of Ukraine » and « refrain from the threats against the territorial integrity or political independence of Ukraine ».
It is not the only agreement that was supposed to protect Ukraine. The agreement on friendship, cooperation and partnership from 1997. year between Russia and Ukraine obliges both parties to « mutual respect and trust and respect for the territorial integrity of the other party ».
Although these two documents are not agreements on the truce, their goal was to prevent conflicts between the two countries. In 2014, as well as invasion and continuous attacks on Ukrainian territory since 2022. years, Russia has repeatedly violated its obligations from these agreements.
Agreements from Minsk
Two agreements, both signed in Belarus, which is an ally of Russia, and supported by European Forces, they were not enough to provide peace.
The agreements called on the Belarus capital were concluded 5. September 2014 (« Minsk and ») and 12. February 2015 (« Minsk II »). Minsk and contained twelve points for deescalation of conflict in East Ukraine, who broke out in February that year, but failed within a few days.
By signing the Mine Agreement II, Ukraine, Russia, separatist forces in the Donje and Lugan Area and Organization for European Security and Cooperation (OSCE) agreed on 13 points, including the first truce. However, just a few hours after the entry into force of the truce at midnight, both parties accused himself of his violation.
Escalation 2022. years and violation of truce
From Russian invasion. February 2022. years, short-lived fire interruptions were agreed several times.
6. March 2022: The short-term humanitarian ceasefire after the beginning of the Russian invasion failed due to the report on the shelling of the city of Maripolje.
8. March 2022: Attempts to establish humanitarian corridors for evacuation in Maripolje have led to charges that Russian forces prevent civilians from escaping.
7. January 2023: Russia declares a unilateral truce on the occasion of Orthodox Christmas. A few hours after the beginning of the truce, the Ukrainian authorities report that Russian shelling continued, while Russian state media reported to drone attacks on their lines.
18. March 2025: During the conversation between the United States and Russia in Saudi Arabia, after telephone conversation, Tramp and Putin, a 30-day truce for « energy and infrastructure » was agreed. She agreed with partial ceasefire in line with these conversations. However, only a few days later, both parties are accused of disrespect for agreement.
25. March 2025: In the negotiations under the leadership of the United States, Ukraine and Russia agreed to not attack each other in the Black Sea, through which important ship routes pass through.
19. April 2025: Putin proclaims « Easter Peace » from 18:00. April until midnight 21 April, allegedly for humanitarian reasons. Ukraine expresses doubt, and the green announces the continuation of the drone attacks. He later accused Russia that he committed thousands of truce violations during the planned ceasefire.
10. May 2025: Russia declares a unilateral truce on the occasion of 80. anniversary of the defeat of Nazi Germany in the Second World War. However, Ukraine again accuses Russia that she violated his own truce – and 734 times.
