Rules for evaluating the effectiveness of financing technology for technological vegetables
The Ministry of Economy proposes to give institutions of development the right to risk in financing projects of technological sovereignty at the expense of budget funds. Assessment of the effectiveness of high -risk investments will be carried out throughout the portfolio of projects and will allow you to take into account not only the actual, but also the alleged results. In 2023, the White House endowed the VEB with similar rights to support venture projects.
The Ministry of Economics for the implementation of the Law “On Technological Policy” has developed a draft government decree containing the rules for assessing the effectiveness of financing national projects of technological leadership. Earlier, these projects received the necessary operational and managerial “insanity” (See “Kommersant” from April 8). The document prepared by the ministry provides that the development institutions and recipients of budgetary funds will receive the right to reasonable risk in financing projects of technological leadership, the development of through technologies, as well as approved by the Interdepartmental Working Group for Technological Development at the Government Commission for the modernization of the economy and the innovative development of projects for the creation of high -tech products and the implementation of technological innovations.
“The department proceeds from the fact that some of the projects can be characterized by a number of risks in implementation and in the current norms of financing will not receive the necessary funds. At the same time, projects themselves can have significant innovative potential to achieve technological leadership, ”the Ministry of Economy told Kommersant.
Risk assessment is provided at all stages of projects. One of the principles of such an assessment indicates integration and retrospectiveness, that is, if there is a portfolio of projects, the target, intermediate and planned results for all projects will be analyzed.
It is proposed to divide the risks into four groups:
- low (let’s say without the need to take additional measures),
- average (for example, if there is a risk management plan),
- high (for example, if there is a plan to reduce risks),
- Critical (unacceptable).
A positive decision on financing or continuing the financing of a project worth more than 5 billion rubles. With a high level of risk (as well as regardless of the amount at a critical level of risk), it is possible only if there is a conclusion of the mentioned interdepartmental working group.
It should be noted that in 2023 the White House already endowed VEB.rf with the right to risk when investing in high -tech startups. The mechanism for supporting such innovative projects provides for an assessment of the effectiveness of high -risk investments not on individual projects, but throughout the portfolio as a whole and allows you to take into account not only the actual results, but also the alleged ones. This decision of the government removed restrictions on the state’s capabilities to invest state reasons in high -risk technological projects, which were partly due to a series of failures of such venture investments ending with large -scale losses for the budget and loud criminal cases (See “Kommersant” February 28, 2023).
Now, in order to prevent the inappropriate use of funds, the institutions of innovative development will monitor the implementation of projects. In turn, the recipient of funds will be obliged to provide a report and documents confirming the validity of expenses in a timely manner.
