The government approved Ruka for the first time as the head of the VP on October 13, 2020. In total, Ruk has worked in the State Police for more than 20 years, mainly in the criminal police structures. At the beginning of his career, from 1999 to 2000, he acted as a station inspector at the Riga City Northern District Police Department. From 2000 to 2002 he was the Criminal Police Inspector in Chapter 26 of the Riga City Central Police Department.

From 2002 to 2020, Ruks held various leading positions at the State Police’s Central Criminal Police Department. In July 2020, he was appointed to the Chief of the Criminal Investigation Department of the State Police’s Central Criminal Police Department, where he worked until October, when he was appointed Chief of the State Police.

In 2011, Ruks received a Master’s degree in Law at the Police Academy of Latvia.

The term of office of Ruka is now set as head of the VP until October 13, 2030.

The law stipulates that the Minister of the Interior is appointed to the head of the VP for five years after the Cabinet has approved the relevant candidacy.

Interior Minister Rihards Kozlovskis (JV) states that, in the current geopolitical conditions, « need resilience and action ». Ruk has proven this resilience and action in the first term, both in everyday work and in various crisis situations, the politician believes.

Under the leadership of Ruka, large -scale structural reforms of the State Police have been implemented, which, despite limited financial resources, have facilitated improvement of efficiency and also showed the weaknesses of the service to which the improvement is to be re -promoted by the minister.

Although the « Progressive » in the previous coalition had expressed a desire to postpone the issue of Ruka’s authority for one week so that the Ruka could be questioned in addition, it was later announced that all coalition partners had agreed to support Ruka’s candidacy today.

In 2020, the then Minister of the Interior, Sandis Girgen, selected the position of head of the Ruku VP, who at the time represented the « KPV LV » party. Ruk was not among the three candidates who applied for the competition for the position of VP.

In the summer, Ruka, Deputy Chief of the Main Criminal Police Department, may be retired in the summer. Grishin was appointed chief of the Main Criminal Police Department in 2013. Before that, he was the head of the Riga Region Administration.
