Rosstat work plans in 2025

With the digitalization of the government, the relevance of accelerating the collection and processing of reliable data for managerial decisions is only growing, recorded by the annual collegium of Rosstat with the participation of the “economic” deputy prime minister Alexander Novak and the head of the Ministry of Economy Maxim Reshetnikov. The technological “engine” for the transformation of state statistics should be GIS “Digital Analytical Platform”-while the digesting of the White House Dmitry Grigorenko’s deputy prime minister is also included in the work on immersing in it and administrative data that does not meet the methodological requirements of statistics. The government expects to teach the system to ensure the necessary requirements for the quality and speed of providing data without excessive load on those from whom they are collected.

The work plans of Rosstat in 2025 were discussed by participants in the final college of the department on April 22. According to Deputy Prime Minister Alexander Novak, the department is faced with the task of promptly collecting and processing data to make managerial decisions. The creation of GIS “Digital Analytical Platform” (DAC, its phased implementation began in 2023, it will be accelerated, it will be released in the cruising regime in 2027). It is planned to load all stages of statistical production in the DAC: planning, collecting, processing and distribution of data. “In fact, the digital platform becomes a technological engine for transforming state statistics, a single point of distribution of quality and operational data,” said Mr. Novak. The head of the Ministry of Economy, Maxim Reshetnikov, also spoke about the data request. “We understand that statistics are at the end of a fairly complicated departmental system for lifting and processing data, but let’s accelerate all the processes and the difference in these calculations with us to systematically reduce,” he called.

Recall that at the end of 2024, the government approved a new strategy for the development of the state statistics system and Rosstat until 2030 – it provides for the updating and expanding the composition of the analyzed indicators, as well as the creation of a unified data methodology and query management – now the main problem is the disposability of information from various sources (see Kommersant on January 21). Rosstat will become a data methodologist and will create a request management system, reference reference books and a single register of indicators. According to the head of the service, Sergei Galkin, a plan for the implementation of the strategy developed by Rosstat is signed by Mikhail Mishustin. The department has to pay special attention to the involvement of large and administrative data in statistical accounting (by 2030 it is planned to increase the share of indicators formed with their use by almost ten times, up to 50%). As explained by Kommersant in Rosstat, the agency is currently analyzing how alternative data are comparable to data from traditional primary sources of statistics, and is working on a single standard of their quality, it is planned to complete the process this year.

The key problem of using administrative data in statistics was their mismatch to the methods that are system -forming for the Federal State Statistics Service, but are not used in the collection of data by state bodies (see “Kommersant” dated November 29, 2023). However, for the sake of promptness, the White House is ready to meet the service. “Within the framework of the National Project » Economics « , the issue of transferring data collection processes to new principles with the implementation of data quality requirements and their processing in accordance with the methodological principles of Rosstat is decided. It is supposed to reduce the burden on respondents and increase the efficiency of providing statistical data to state bodies and business for making operational management decisions, including through the use of high-quality administrative data, ”Kommersant told the Deputy Prime Minister and the head of the White House apparatus Dmitry Grigorenko, who oversees the national project. This task will also be implemented thanks to GIS DACs – the functionality of optimal planning and coordination of data collection and processing, including in order to reduce the load on respondents and exclude duplication of data collection, added to the platform. “Now the pilot’s stage is being implemented on the departmental and statistical data of the Minzifra,” said Kommersant’s interlocutor.
