On Thursday, in Narva, the Center for Management of State Forests (RMK) and the VKG Fiber processing enterprise signed a goodwill agreement based on the conditions and general interest developed during the negotiations in the completion of the creation of the rights to build a complex for the production of biological products on state land, BNS reports.

In parallel, preparations are continuing for the conclusion of a ten -year agreement on the sale of wood raw materials for the production of cellulose and paper.

According to the chairman of the RMK board, Mikka Marran, the purpose of the agreement is to advance in the creation of the largest plant in the biochemical processing of wood in the volost of Lyuganuze in Ida-Virumaa.

“VKG has been planning a plant for the production of wood products from wood for many years. In February of this year, they were the only ones who showed interest in the implementation of the plan, begun in the volost of Lyuganuze on state land. In March, they became the winners of the organized RMK competition for the supply of cellulose. Today we have confirmed the coordinated conditions for creating the right to construction, which at the first opportunity will be executed by a notarial agreement, ”said Marran.

According to the chairman of the board of Viru Keemia Group Akhti Asmann, the conclusion of land agreements, planning and long -term plans is a minimum necessary condition for the implementation of the project and the beginning of communication with potential investors.

“Today, five years of preparatory work have been crowned with the first result of the state level – the solution of the land issue. An agreement on resolving a land issue by granting rights to construction is one of many steps on the way to a final investment decision, and each step on this path is important, ”Asmann said.

The Minister of Environment and Environment Andres Sutt noted that the creation of the plant will reduce the export of unprocessed wood and provide Estonia with long -awaited capacities.

“The Estonian forestry industry undoubtedly ranks first in the world in the mechanical processing of wood. Now we are moving into the number of countries that can create maximum value from low -value wood, ”said Sutt.

The agreement on the goodwill RMK and VKG confirm their willingness to advance forward in granting the rights to construction, which is a prerequisite for the construction of the plant. After signing the notarized agreement, VKG Fiber will receive for 99 years the right to build 170 hectares of land, after which the company will be able to more confidently move forward in the implementation of its plans.

VKG Fiber is obliged to obtain permission to build a plant for five years and permission to operate for nine years. VKG Fiber will be required to purchase 700,000 cubic meters of cellulose per year: 360,000 cubic meters of coniferous cellulose and 340,000 cubic meters of birch wood for producing cellulose. The parties hope to reach an agreement on the sale of cellulose in early June.

According to the agreement between RMK and VKG Fiber, VKG Fiber will pay RMK 100 euros per hectare, or about 17,000 euros, excluding the tax, every year before receiving a building permit. During the construction period, RMK will retain the right to dispose of the forest in the special planning zone.

From the moment of issuing a building permit, the price will increase to 312 euros per hectare, that is, about 53,000 euros per year, excluding turnover tax.

From the beginning of the construction period, the RMK will have the right to adjust the annual fee for the right to build in accordance with the change in consumer prices for the previous year at the beginning of each calendar year, but not more than 3.75 % per year.
