Riga City Council will buy back the land plots at Riga Airport and hand them over to the state / day
Land plots will be redeemed for EUR 2.3 million, 53 Priedaines Street, 3 Sieksātes Street, 15 Grenču Street, 20 Grenču Street, Priedaines Street without a room, Sauku Street, Sieksāte Street and Kazņu Street without a room and land unit on Lakshu Street.
The plots will be transferred to the state to ensure the development of infrastructure necessary for the development of Riga Airport Airport.
These are part of the 22 land plots at Riga Airport, which were sold at auction on April 14, 2022. They were purchased by SIA « Cella Investment 3 », a company associated with real estate developer Sirin Development, for EUR 5.7 million. Both of these companies are part of the Me Holding NT registered in Lithuania.
This will resolve the dispute between the investor, the municipality and the country. The investor will be allowed to record the remaining land in the Land Register.
According to information submitted to the Members, on April 28, 2022, the winner of the auction SIA « Cella Investment 3 » and Riga Municipalities were signed.
The land plots were sold to the company, even though the Ministry of Transport (MoU) had warned the municipality at 22 plots of land at the airport during the expropriation process, as they are within the area needed for further development of Riga Airport. The airport was also informed that this real estate, in accordance with its development plan by 2036 by 2036, was located in the desired area for the development of the airport.
Representatives of the Riga City Council Property Department, on the other hand, said that the MoU had abandoned the use of pre -emptive rights on these land, the municipality had been able to handle them at its own discretion, so the land was sold « Cella Investment 3 ».
However, the deal failed to complete the transaction, however, as the Riga City Court refused to strengthen the property rights of the land plots in the Land Register. The Riga City Court’s decisions were submitted to the Riga Regional Court and then the Supreme Court in the Senate. According to the Riga Regional Court, the refusal to reinforce the property rights of the land in the Land Register was not justified, the Riga City Court repeatedly examined the requests for the establishment and again refused to strengthen the ownership of Cella Investment 3 in the Land Register.
The Prosecutor General Juris Stukāns also intervened in the process, appealing to the municipality with an application for unlawful privatization of vacant land in the area needed for further development of the airport of national importance. According to the prosecutor’s office, the municipality had not evaluated the need for land plots in the privatization process for the performance of public administration or state commercial activities. The application of the Prosecutor General imposed an obligation on the municipality to restore its possession and property rights to 22 land, so the Riga City Council decided to restore ownership to the plots sold to the auction.
According to these requirements, the City Council declared the previous decision to complete the privatization of land plots on March 6, 2024.
In order to find the best solution and determine which plots of land needed for Riga Airport, a working group was set up by order of the Riga City Executive Director, which was attended by all the persons involved. It was agreed that eight land units and a single unit of land would be transferred to the state.
This was also agreed by Cella Investment 3, provided that its ownership is registered on the rest of the land and the company recovers the funds spent on the acquisition of the property, which will be transferred to the state.
Jānis Vaivods, formerly adviser Janis Meirāns, formerly advisor Janis Meirāns, former advisor to former Minister of Transport Kaspar Brišken (P), former adviser Janis Meirāns, was apprehended by former advisor to the Minister of Transport.
