Regions signed memorandums on the modernization of housing and communal services
To fulfill the program of modernization of communal infrastructure, the White House signed a memorandum with the regions that record the obligations of the constituent entities of the Russian Federation in this area. Among the declared there is an annual decrease in overdue of consumers overdue to resource supplying organizations by at least 2%, approval of investment programs of a communal apartment with an obligation to fully implement them by 2030. Further, the federal center will have to implement a monitoring system for the fulfillment of recorded obligations.
The regions of the Russian Federation signed a memorandum with the government that fix the obligations in the implementation of a comprehensive housing and communal services modernization program, the Deputy Prime Minister Marat Khusnullin said on May 26. We are talking about the program until 2030 with financing of 4.5 trillion rubles. (of which 2.8 trillion rubles should draw up private investments).
As explained by Marat Khusnullin, among the adopted obligations of the regions is the approval of investment programs of resource-supplying organizations (North Ossetia) with the norm of their implementation by 80% by 2027, 100% by 2030.
Note that investment programs are considered by the authorities as one of the key mechanisms for involving extrabudgetary funds in the modernization of housing and communal services. However, due to the unwillingness of enterprises, long-term obligations in the conditions of the current tariff policy approved such programs only about 10% of heat organizations and water supply. The government has already introduced a bill to the State Duma aimed at stimulating the RSO to use their internal resources – in particular, by introducing in some cases a direct obligation to approve the investment program (see “Kommersant” of April 25).
Also, the signed memorandums recorded obligations for the annual decrease in overdue debt to the Republicanel by at least 2%, to reduce the time of emergency recovery by at least 3%. Since 2030, according to Marat Khusnullin, it is provided for the introduction of obligations to replace at least 2.5% of networks per year (now these pace are estimated 1-2% per year when 3% of networks are dilated for this period). The target indicator for the replacement of networks is 5% per year, it is planned to be achieved in 2035.
Until 2026, the regions must approve the unified norms of consumption of utilities and resources for the maintenance of common property in apartment buildings. We are talking about unification of the size of the fee for housing and communal services in houses not equipped with common house metering devices, but having similar technical characteristics (year of construction, number of storeys) and located in the same climatic conditions. This is done in order to avoid situations when in neighboring houses or areas the board varies significantly. The introduction of uniform standards was supposed to be completed by 2016, but the deadlines have been postponed more than once – a significant part of the regions, however, this process completed.
An annually to track the implementation of the conditions of memorandums with the regions of the development of territories (FRT), as its general director Ilshat Shagiakhmetov noted, the procedure for monitoring is being developed. All information about the prisoners of the memorandum will be entered into the automated information system of the FRI, as well as the plans for the modernization of the infrastructure, formed according to the results of the inventory of housing and communal services in the regions.
