Reactions after the crisis of non -constitution of the Assembly of Kosovo

The constitution of the Assembly of Kosovo this week failed. Procedural disputes between political parties that secured seats in parliament after the February 9 elections were due.

QUINT Ambassadors expressed criticism of the non-consistent of the Assembly of Kosovo and at the same time called on political parties to cooperate to overcome obstacles to the formation of institutions. The call came after the failure of the second attempt to constitute the Assembly of Kosovo on Thursday (17.04), after the oldest leader of the Assembly did not vote at the April 17 session a report on the verification of deputies’ seats, which failed to be approved at the first two -day session.

ROHDE: Urgently needed cooperation

German Ambassador to Kosovo, Jörn Rohde, said the constitution of the Kosovo Assembly has stalled, « due to obstruction tactics ». « Citizens deserve politicians who put Kosovo in front of party policies. Therefore I repeat: genuine cooperation is urgently necessary to guarantee functional institutions and the rapid formation of a sustainable government, » Rohde wrote on the social network Bluesky.

Even the Ambassador of the UK, Jonathan Hargreaves, said that « Kosovo is urgent to form new institutions, after more than two months have passed since the elections. » « People have the right to expect from their political leaders to work together in the interest of the country, » the British ambassador to Pristina, Hargreaves, wrote in his social profile.

The opposition’s criticism of the government

Opposition political parties so far say that the Albin Kurti’s Vetevendosje Movement is deliberately dragging the well -being of the constituent session for the purpose of political bargains. The Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK) and the Alliance for the Future of Kosovo (AAK) insist that the members of the government, who have been elected MPs, will resign, otherwise they will not vote for the verification of MPs’ mandates. This report is a procedure that must be passed to continue with the constitution of the Assembly and the formation of the new government.

Chairman of the Democratic Party of Kosovo (PDK), Memli Krasniqi, who came out the second party in the election, said the Vetevendosje Movement, which came out the first party in the election, « is deliberately dragging the well-being of the constituent session. » Time, I have shopping, ”Krasniqi said.

The leader of the Democratic League of Kosovo (LDK), Lumir Abdixhiku, said that « the chairman of the Constitutional Session of the Assembly, Avni Dehari, terminated the session unjustly and against the Assembly Regulation ». « Citizens have very clear who the real blockers are. The leader who is the oldest, the first party to be the first party, acted against the Assembly Regulation, against constitutional practice, unjustly interrupted today’s session, although there were sufficient quorum, though there were conditions for voting. Political, ”Abdixhiku said.

Vetevendosje Movement promises willingness to solve the situation

Meanwhile, representatives of the Vetevendosje Movement say they want to find a solution to the situation created in the Assembly after disapproval of the mandate report. They refer to the statement of the President of Kosovo, which has asked MPs to find a solution. « We want to correct the wrong decision of the Assembly, but we have to see what the way to correct that decision is, » said Albulena Haxhiu of Vetevendosje. She points out that Vetevendosje has the will to propose how to go further. « So will it be a new commission or the preliminary commission to prepare the new report, there may be other proposals and continue, » Haxhiu said.

Kosovo’s President, Vjosa Osmani, asked MPs two days ago, quoting the Articles of the Constitution and the Rules of Procedure of the Assembly, which the constituent hearing must continue no later than 48 hours of its termination. « The functioning of the institutions arising from the will of the citizens is the constitutional obligation of any institution and every person dressed in public authority, » President Osmani said, expressing her willingness to welcome representatives of political parties in her office, as she says, « to discuss the road ahead, if it is considered necessary ».

There is still uncertainty

How it will be further acted has not yet been clarified. Even in the second constituent session, the MPs, after approval of the report, would take the oath and election the chairman and vice presidents, who are elected with at least 61 votes out of 120 seats as the Assembly of Kosovo. Then, at a next session, the Government of Kosovo was expected to be elected. Albin Kurti’s Vetevendosje Movement, which came out the winning party of the elections, must also secure at least 61 votes to get a third term in charge of the executive.

Currently the Vetevendosje Movement has provided 48 seats in the Assembly. The party has not yet announced the name of its nominee for the post of parliament Speaker, as it has not officially announced whether it has managed to secure the votes necessary for its election and the government led by Albin Kurti. The LVV had earlier stated that it preferred to create new institutions with non-Serb communities, but has admitted in recent days that it needs cooperation with Albanian parties that have won seats in the Assembly so that it can form the government. The three largest opposition parties have so far stated that they do not want to go into coalition with the Prime Minister’s Self -Determination Movement, Albin Kurti/DW/
