RCB develops plans for evacuation of the population. « We must draw conclusions from Ukraine »
The director of the Government Security Center, Zbigniew Muszyński, emphasized that work on new plans to evacuate the population in Poland are a response to the challenges posed by contemporary threats, including experience related to the conflict in Ukraine.

– The Act on the protection of the population and civil defense gives us a task that consists in the fact that we are to prepare guidelines for voivods in the field of evacuation plans and we have to do it together with the General Staff (Polish Army – Red) – said RCB director Zbigniew Muszyński in an interview with the infosecurity portal24.
Zbigniew Muszyński drew attention to the need to draw conclusions from the situation in Ukraine.
– We must adapt these plans to modern reality – he added, pointing to the responsibility that rests with the voivods in the implementation of these guidelines.
– We, in addition, later we have to draw up a national evacuation plan. We must remember about contact points between the provinces and between Poland and neighboring countries – he emphasized.
In January 2025, the Act on Population and Civil Defense came into force, which imposes on the RCB the obligation to develop a national evacuation plan. Article 22 of the Act specifies that the RCB is to coordinate the activities of voivods in the preparation of local evacuation plans.
– The state must be able to transport the endangered civilian population in specific and defined places – noted Maciej Kierwiński, the head of the Ministry of Interior and Administration, emphasizing the importance of transport infrastructure in the evacuation process.
In addition to evacuation, the Act specifies the details of: warning and alarm system, shelters, strengthening social immunity, building resources and civil protection structures, and civil defense, the functioning of population protection during war and financing.
