« About 64 percent of Belgians will ever have sexual violence, » say MPs Kathleen Depoorter (N-VA) and Sophie de Wit (N-VA). « Nineteen percent of women were once raped. »
The news about the arrest of a 22-year-old bartender from a café in Antwerp is the umpteenth message about this. Earlier, two bartenders were arrested in Kortrijk because they stunned their victims with ketamine, and bar staff were also arrested in Antwerp and Brussels.
In a resolution that was submitted last month, the MPs argue for a stricter follow -up. For example, perpetrators should be subjected to a risk assessment during every phase of the criminal proceedings, to be able to estimate how great the danger is that they will relapse. In addition, they would be obliged to follow therapy both during imprisonment and afterwards: « Treatment may not be a choice, but a mandatory part of the process ». For this, investments must be made in treatment centers for sexual disorders.
Even after serving the punishment, perpetrators must be followed more stricter, using electronic agents. « For serious facts such as rape, we argue for lifelong follow -up with annual evaluation by the judge. Unless the court decides otherwise. » Until now that is 15 years old. (cell)
