Raik promises to restore order in Narva city enterprises before the election
The state control report published in early June showed: because of the endless Czech, the advice of Narva city firms change more often than their members manage to understand what exactly they manage. The parliamentary special commission called Narva “to the carpet”, and the mayor of Katri Raik promised to register the rules of the game over the summer.
After the elections, 2021 in Narva is already the sixth coalition; The tips of seven city enterprises were reorganized five times, 29 out of 31 deputies of the City Board managed to visit them.
The 2019 corruption scandal in AS Narva Vesi did not push the city to a systemic revision of internal control.
Goskontrol criticized Narva
The auditors called the main threat “political turbulence”: “The main attention seems to be paid to the composition of the Council, not the results of the activities of enterprises,” said the state controller Yanar Kholm.
The most egregious gap is the absence of the approved procedure for the city’s participation in the affairs of its own legal entities, although the law requires this since 2011. “For 14 years, not a single such procedure has been established in Narva,” the report fixes.
It is also noted in the audit that the councils often “climb” into operational management: “Sometimes they decide who to give the bonus or how to pay for a small purchase is not their level.”
Raik did not try to make excuses
On June 18, the special commission of Riigikogu on budget supervision gathered in order to discuss the current situation. Before her members, the response was held by the mayor of Narva Katri Raik.
The chairman of Urmas Reinsalu recalled that the task of the Soviets is to express the expectations of the owner, and not to distribute the chairs: “The main thing is in the whirlpool of permanent political changes – who will be able to secure a place in the Council of a suitable association.”
He demanded that the “clear calendar of the correction of violations” and specified that the parliament “wants to understand what steps the city is taking to establish control”.
“The experience of other self -government in this regard is rich, why not use it?
The deputy of the parliament and the Narva City Assembly Alexei Evgrafov agrees with the conclusions of the audit. “Often, members of the council really do not know what their function consists of, take up everyday managerial tasks. It is lame and internal audit. The City Assembly cannot initiate the audit of Narva Linnalamu since the beginning of the year, since February. At the same time, the chairman of the audit commission is the mother of the head of this city enterprise,” Evgrafov says.
Katri Raik went to the deputies without attempts to justify herself: « The audit draws attention to weaknesses, and they need to be engaged in. » She admitted that the instability in the City Council really interfered with the reforms – in four years the coalition changed six times.
Raik promised by the fall to take a new procedure for the city’s participation in enterprises and “minimum internal control” for each company to vote; It is planned to introduce 2-3 external, not related to the local policy of the expert. “We also have positive examples-representatives of Narva-Yesuu join the advice of Narva Vesi, there are also people who are not involved in politics in the Council of the Hospital and LinnaArendus,” Raik says Raik
The issue is really resolved before the election
At the same time, the mayor emphasized that « economic corruption in Narva is eradicated »; In her opinion, the task is now in the systematization of processes and rules, and not in the « catching bribe takers. »
The mayor believes that the majority of issues delivered to the audit and at a meeting of the commission of issues to the city are quite capable of resolving even before the elections. “The third quarter of the current year is also mentioned in the conclusions of the state control, while the city assembly needs only to take out the issue of accepting general order. The experience of other self -government in this regard is rich, why not use it?” – summed up Katri Raik.
Evgrafov also hopes that the issue will already be resolved by the October elections. “I would like the new composition of the City Club, and therefore, the new compositions of the Soviets after the elections have begun to work already according to clear rules,” Evgrafov added.
