Putin instructed to start checking OSAGO through cameras
The Government, the Ministry of Internal Affairs and the Central Bank must “take measures” to connect road cameras to the inspection of OSAGO until November 1. The relevant order was given by Russian President Vladimir Putin. The authorities have been discussing a new type of verification of the authorities, together with insurers, have not yet been able to achieve the result. In the Russian Union of Auto Stores, the presidential assignment was supported, recalling that up to 10% of drivers go without a “auto -citizen”. The Ministry of Internal Affairs is already preparing information systems for the launch of administration.

The government, together with the Ministry of Internal Affairs, the Central Bank and the regions, until November 1, must “take measures to improve the administration of offenses” provided for in Art. 12.37 Code of Administrative Offenses (driving without compulsory motor liability insurance), while ensuring the use of road chambers.
Now OSAGO is checked by the inspectors manually: a fine for the absence of a policy is 800 rubles, for repeated violation – 3-5 thousand rubles.
For more than ten years, insurers have been trying to launch the inspection of policies through the cameras. Several meetings in the State Duma and the government took place on this subject, “Kommersant” regularly talked about them. The main problem is the unpreparedness of the database: it is necessary to check the policy for each car passing under the camera (in Moscow we are talking about several tens of millions of cars per day), this requires serious server capacities. The insurers tried to agree on the launch of a temporary scheme: to check not all car owners, but only those who received a fine for a violation for a violation of the lack of insurance for the public services portal. But this project was also stained, it was postponed until the end of June (See “Kommersant” from February 27).
On April 15, the topic was raised at a meeting with the president, the head of Buryatia, Alexei Tsydenov. Speaking about the need to update the public transport park, he suggested thinking about financing at the expense of insurers. He cited the data according to which, according to the results of 2024, the income of companies exceeded 330 billion rubles, net profit – 25 billion rubles. At the same time, according to Mr. Tsydenov, the “Nedoskor” by OSAGO is approximately 10-12%. To increase the fees, the head of Buryatia suggested connecting the camera to the control of the “auto citizens”, and send additional income of the companies to public transport. Both proposals were included in the list of presidential instructions. Until September 15, the government and the Central Bank must consider the idea of Mr. Tsydenov on the redirect money of insurers. At the same time, OSAGO should not rise in price, the commission said.
The Ministry of Internal Affairs began to prepare for automatic inspection of CTP in cameras back in 2024: a contract for the modernization of the Pautetin system has already been concluded, to which all the reconstruction complexes of violations are connected (more than 30 thousand of them). Work according to the plan should be completed in October 2026, whether they will accelerate after the exit of the order is not yet clear.
In the Russian Union of Auto Stores (RSA), the president’s order was supported, recalling that today 7-10% of car owners go without a policy, and therefore it is necessary to strengthen control.
Drivers without CTP, becoming the culprits of the accident, force the victims to apply to the court for compensation for damage, they recalled in the Union. Commenting on the idea of sending additional fees of insurers to update the public transport park, the RSA announced « the need to correctly calculate the effect of the introduction of automatic control. » The union recalled that the fines for violations of the SDA are sent to regional budgets and if the cameras are checked by CTP, then the subjects will have additional money that could be directed to transport. The launch of a full -fledged system for tracking drivers without compulsory motor liability insurance is more appropriate than an intermediate inspection of policies on the public services portal, added the general director of the National Insurance Information System Nikolai Galushin.
Vice President of the National Automobile Union Anton Shaparin said “Kommersant”: “In the current configuration, the OSAGO system does not play the important social role that it is prescribed to it. It does not allow the driver to restore the vehicle after an accident, since payments, as a rule, are not enough for repairs. ” Mr. Shaparin believes that it is not necessary to force people to buy policies with the help of cameras – it is necessary to reduce tariffs for OSAGO and increase payments.
Previously, the bill on increasing marginal payments within the framework of “auto -citizens” (from 500 thousand to 650 thousand rubles. When compensating for harm to the life or health of each victim, from 400 thousand to 520 thousand rubles – property) deputies from the LDPR, but the Ministry of Finance and RSA would lead to an increase in insurance tariffs by 10%. As a result, the Duma committee on the financial market recently recommended the document for rejection.
