Sites in Russian on the Internet offer the acquisition of Bulgarian citizenship for fees starting from 3,000 euros without knowledge in Bulgarian, which is in violation of the current legislation. This showed a check of Dnevnik on a signal submitted to the editorial office. Offers have been submitted for years, and there are no official information on institutions. In other sites, anonymous users warn of fraud from these addresses, while others have fallen victim to the proposed citizenship procedures.
By « accelerated procedure »
In addition to bolgaria.me, the acquisition of Bulgarian citizenship for a fee providing an « accelerated procedure » is also suggested by Trust-group.pro (presented as a company for immigration and financial services company in Bucharest), gooToeu.com (advertising offices in Russia, Ukraine and Romania), as well as more than 17 others. This is also shown by data published by another site with the unambiguous name moshennik.eu, as well as at Otzovix.com.
The way and conditions for the acquisition of Bulgarian citizenship « by naturalization » – ie. Without proven Bulgarian roots, relatives, without adoption and without marriage, it is regulated in an ordinance of 1999. It explicitly states that under these conditions, proficiency in Bulgarian is a basic requirement. This is certified by a successful exam or by presenting a diploma for completed education in Bulgarian.
How the sites offer the circumvention of this condition and so in practice anyone who has paid a fee of BGN 3 thousand should be able to receive a Bulgarian passport, which since the beginning of this year. It provides all the advantages that the citizens of the European Union are used by, does not understand. From the beginning of this year. Another part of the numbers announced in moshennik.eu are with prefix « +375 », which belongs to Belarus. The following is the code « 25 », which is related to the mobile operator Life 🙂 Belarus, which is one of the main ones in the country.
A third group of phone numbers start with « 0800 », which is commonly used for free-free numbers in many countries.
Moshennik.eu also indicates five other names of companies that have announced the same telephone numbers. These are International Holdings, International Expert, Red Passport, Oxford Passport, EU.RO Group.

Moshennik.eu also posted a message sent to Google. « Fraudsters can try to remove this page from Google search by using a fake copyright, writes in it. The scheme is as follows: they create a new website, put news and other unrelated information – and also put information taken from our website. »

Another page on the Internet – otzovix.com, has published information according to which seventeen different sites offering citizenship in different countries – mainly in the European Union, have indicated the same addresses of legal entities behind them. Two of these addresses are in Moscow and Kiev, and one is in Sofia – on Positano Street. « Fraudsters 100%! They do not have an office in Bulgaria at this address, I live in Sofia and I checked, » wrote on this occasion a user of the site with Nickname Marick.
The latest comments at Otzovix.com are from October and the end of November.
« In the beginning everything was going well a consumer who signed as a maximum. The company's employees were friendly and promised that I would receive the citizenship on time. They collected all the necessary documents and sent them to Bulgaria. After six months I started to get strange messages from the company. They said that I was able to pay for me and that I would have paid more. The company stopped responding to my calls and messages.
More than a month ago, at the beginning of the work on this case, « Dnevnik » sent questions to both the e -mail address to Bolgaria.me and to the State Agency National Security (SANS). Their answers had to clarify the procedure in which knowledge in Bulgarian is avoided as a requirement for the acquisition of citizenship by naturalization.
