After two days of intensive consultation, the agreement was made, in which an « open and respectful debate » took place on, among other things, personnel management, legal responsibilities and the modernization of the status of staff.
The preliminary agreement includes « various fundamental principles, » said the minister. In this way, the employment and the acquired rights of employees remain guaranteed and there will be a transfer of powers in the field of recruitment, selection and career management. In addition, HR Rail remains a guarantee for social consultation, regulations, the status of staff and the contracts. And an adapted framework is provided for the current challenges of the sector with the modernization of the status and the development of contractual relationships.
The trade unions will propose the proposal to their supporters in the coming days. Asked for a response, the French -speaking unions sounds that they do not want to comment on that immediately, and first want to discuss the preliminary agreement with the supporters. On the Dutch -speaking side, the unions were not immediately accessible.
The Crucke spokeswoman does not want to give any additional details about the content of the agreement on Wednesday evening, because the trade unions first have to consult their supporters. However, she confirms that there has been no mention of pensions, one of the big arguments between the trade unions and the De Wever government. That authority lies with Minister of Pensions Jan Jambon.
If the trade unions approve the agreement, it is submitted to the federal government. Crucke also thanks all parties for intensive cooperation. « We have had open conversations, with a great sense of responsibility. This preliminary agreement forms a solid foundation that offers stability and perspective to the railway sector. »
According to him, the exchanges have led to a better mutual understanding. Whether this agreement returns social peace is not yet clear. The trade unions put the work for 24 hours on Tuesday. A new strike is planned next Tuesday.
