Promulga Creation of Strategic Gas Reserve
The President of the Republic has promulgated diplomas on Monday that alter the operation of the National Gas System, create a strategic reserve of natural gas and establish measures to guarantee supply safety.
According to a note on the presidency’s website, a “diploma that amends Decree-Law No. 62/2020 of 28 August, which establishes the organization and operation of the national gas system” was enacted.
The note adds that Decree-Law No. 70/2022 of 14 October has also been enacted, which creates a strategic reserve of natural gas belonging to the Portuguese State, and establishes extraordinary and temporary measures to report information and guarantee of gas supply safety.
At the Council of Ministers of 23 April, the government approved a decree-law that « alters the organization and functioning of the National Gas System, defining the process of provisional designation of the entity responsible for the planning, development and management of hydrogen-dedicated network infrastructures. »
According to a statement, the regulatory entity of energy services (ERSE) as a regulatory entity of the renewable gas, natural gas and hydrogen and the Directorate-General for Energy and Geology (DGEG) as a licensing entity.
According to the same note, “it is intended to align the national legislature with the technological and regulatory evolution of the energy sector, namely with regard to the integration of renewable gases, such as green hydrogen, and low carbon gases”.
