Progressive encourages the threat of the Internet to apply fine / day
MEPs call for responsibility for the threat to the person, the safety, health, life or sexuality of a relative or group of identifiable persons.
Similarly, liability could also be made for the encouragement of a person to cause significant damage to himself or commit suicide. « Progressive » Members also call for administrative liability to apply for a call for violence against a person or a group of persons.
The person could be fined up to 500 euros for such a violation, according to the « progressive » offer of the law.
The annotation of the bill states that the amendments are needed because they are solving a major problem that is not sufficiently regulated – the violation of public order in the digital environment.
Nowadays, much of public communication takes place online, especially on social networks, where people tend to express threats, calls for violence or even encouragement to self -harm. This can be very harmful not only to the person concerned against whom it is facing, but also to society as a whole, because it promotes fear, insecurity and normalization of aggression, the authors of the bill pointed out.
The annotation of the bill explains that the existing regulation does not cover such situations sufficiently – criminal liability only occurs in special cases where the threats may be implemented, but at the level of administrative violations, such behavior often remains unpunished. The authors point out that the bill proposes to introduce a clear and proportionate mechanism for the state to respond to this type of violation by applying a warning or fine.
