Priority on the network of Russian Railways OJSC will receive cargo of 166 enterprises

The government has formed a list of continuous cycle enterprises that will receive increased priority on the network of Russian Railways. It included the largest companies in the metallurgical, chemical and oil and gas complex – generators and consumers of a significant amount of railway goods. Transportation from these enterprises and they had priority before, but only within Russia, while, for example, imported raw materials were often imported by the latter.

On May 27, Prime Minister Mikhail Mishustin approved the government of the government on approval of the list of organizations engaged in work, the suspension of which is impossible under production and technical conditions (continuously acting). “Kommersant” has a copy of the document, the government confirmed its authenticity.

This list refers to the rules of non -discriminatory access (PND) to the railway infrastructure that entered into force in January, according to which the continuous cycle enterprises receive a certain priority in the queue for other consignors.

The goods of these enterprises and their address are in order to be higher than all export transportation, except for those traveling according to the decrees, orders and instructions of the President of the Russian Federation (as coal in the amount of 54.1 million tons from Kuzbass) and those in respect of which subsidies that provide for the priority of transportation are provided. But transit, a large volume of cargo in the internal message (related to the state reservation, socially significant, intended for housing and communal services and energy organizations, for sowing, go to them from commercial goods. Also above them are transportation for the northern delivery.

The Russian Railways OJSC says that the current version of the PND has a separate priority in the reception for transportation in the limiting areas of goods to enterprises with a continuous production cycle.

“At the same time, raw materials and finished products of continuously existing enterprises – oil refining, chemical, energy and metallurgical – were sent to the general highly priority (sixth. « Kommersant ») the queues in the domestic report in accordance with the PND, ”they note there.

In connection with the government of a particular list of such cargoes to the List to the PND, they add to the Russian Railways OJSC, they will receive a normatively fixed separate priority compared to the bulk of the cargo, which are transported by rail.

“This will allow enterprises of the continuous cycle, together with Russian Railways OJSC, it will more accurately plan transportation, which will ensure the necessary reliability and rhythm of supply, uninterrupted production and transport processes,” the company said.

Despite the sixth turn for the domestic Russian message, the work of a number of such enterprises depends on export-import transportation, « which do not have any special priorities. »

For example, he noted, a number of enterprises depend on imported raw materials and components that cannot be replaced. “At the same time, imported transportation in the current PND refers to the least priority of the 12th stage,” said Mr. Murev. He clarified that Rusal was faced with this during the import of clay, and proposed to exclude a continuous cycle of restrictions in the PND by type of message.

In Rusal, the formation of the list was called “an absolutely correct long -awaited solution for all high -tech enterprises with a continuous production cycle”, which will guarantee stable flows of raw materials and finished products within the Russian Federation. “Severstal,” said in the company, welcomes this decision and considers support for the demanded, as this will positively affect the rhythmic support of the Cherepovets metallurgical plant with raw materials, as well as the export of finished products.

Coarseers remained beyond the scope of this list, however, their products consumed by an enterprise of the continuous cycle will be shipped in priority. “For the industry, the tariff discounts are more important now: there will be discounts – there will be loading,” says Kommersant’s interlocutor in the coal market. The Kommersant’s source in the oil market also fears that this measure in today’s realities will not help the refineries, since the release of products has a lot of difficulties in a working nature on the railway, which are not decided by increasing priority. In the enterprises of the fuel and energy complex, the chemical complex and the glass industry, they quickly did not answer the questions of Kommersant.
