The government has formed a list of continuous cycle enterprises that will receive increased priority on the network of Russian Railways. It included the largest companies in the metallurgical, chemical and oil and gas complex – generators and consumers of a significant amount of railway goods. This list refers to the rules of non -discriminatory access (PND) to the railway infrastructure that entered into force in January, according to which the continuous cycle enterprises receive a certain priority in the queue for other consignors.

The goods of these enterprises and their address are in order to be higher than all export transportation, except for those traveling according to the decrees, orders and instructions of the President of the Russian Federation (as coal in the amount of 54.1 million tons from Kuzbass) and those in respect of which subsidies that provide for the priority of transportation are provided. In total, the list includes 166 continuous cycle enterprises, including 12 aluminum enterprises, 20- metallurgical, 19- chemical, 9- glass and 106- oil, gas, oil and gas chemical industries. The list has the largest companies in these industries, in particular the Rusala, Severstal, NLMK, MMK, Akron, Fosagro, Uralkali, Uralhima, Lukoil, Gazprom Neft, Rosneft, Surgutneftegaz, Sibura, etc.

The Russian Railways OJSC says that the current version of the PND has a separate priority in the reception for transportation in the limiting areas of goods to enterprises with a continuous production cycle.

The Kommersant’s source in the oil market also fears that this measure in today’s realities will not help the refineries, since the release of products has a lot of difficulties in a working nature on the railway, which are not decided by increasing priority. In the enterprises of the fuel and energy complex, the chemical complex and the glass industry, they quickly did not answer the questions of Kommersant.
