Predoiu’s first meeting

The interim government led by Cătălin Predoiu meets on Thursday in the first meeting, during which he will approve, among others, a draft decision on the budget of revenues and expenses for the year 2025 of the National Investment Company ‘CNI’A, under the authority of the Ministry of Development, Public Works and Administration.

‘By the law of the state budget for the year 2025, Law no. 9/2025, the amounts allocated from the state budget and from their own revenues for the financing of the investment programs carried out by CNI SA were in a total amount of 2,669,500 thousand lei budgetary credits at the level of financing. Compared to these amounts, CNI SA estimated the realization of total exploitation revenues of 226,024 thousand lei in proportion to the works that can be performed up to the maximum limit of allocated credits’, it is shown in the note of foundation of the project.

It is specified that for the year 2025 ‘it is estimated to be made total revenues in the amount of 236,826.92 thousand lei, which were based on the contracts in progress in 2025, concluded with natural or legal persons, unfinished from public funds’.

Regarding the budget of CNI SA for the year 2025, the total expenses in the amount of 154,171.19 thousand lei, which were calculated, taking into account the legal provisions, the need to ensure the proper activity, the contracts for providing services or supplies concluded for this year, to the increase of the price, the increase of the price, the energy, The insurance policies, of the level made in 2024, by the influences of the increase of the prices generated by the inflation index forecast for 2025, respectively 4.4% as well as by the evolution of the average exchange rate 1 Euro = 5.01 lei ‘.

The government will approve, by another decision, the budget of revenues and expenses for 2025 of the National Meteorological Administration, which operates under the authority of the Ministry of Environment, Water and Forests.

The National Meteorological Administration provides in the budget of revenues and expenses at total revenues the amount of 126,820 thousand lei, according to the foundation note.

Another draft decision aims to modify GD no. 1182/2022 regarding the approval of the organizational structure and the regulation of organization and functioning of the National Anti-Doping Agency.

‘In order to implement the request of the Prime Minister’s Chancellery, but taking into account the activities of ANAD and the institution’s obligation to keep the compliance imposed by the World Anti-Doping Agency, we propose to reduce the total number of positions with 7 (vacant public positions), respectively from 62 to 55, including dignitaries and positions. Thus, the new structure will include 50 public functions of which: 5 public management functions (1 directory and 4 head of service) and 45 public execution functions’, according to the foundation note.

In the Government meeting, a draft decision will be approved for the modification and completion of GD no. 316/2021 regarding the organization and functioning of the Ministry of Energy. The new normative act is proposed, among others, the abolition of a position of secretary of state and of a deputy secretary general at the Ministry of Energy.

The Executive will also analyze a draft decision regarding the supplementation of the budget of the General Secretariat of the Government for the year 2025 from the budget reserve fund at the disposal of the Government, provided in the state budget for 2025, for the National Agency for Policies and Coordination in the field of drugs and addictions.
