PPP was placed in places – Kommersant
The Ministry of Economy presented the rating of regions in terms of the level of development of public-private partnerships (PPP). The ranking was based on three factors: the dynamics of the implementation of the PPP projects in 2024, the experience gained in this area in previous years, the state of the normative-institutional environment (based, in particular, from the number of prematurely terminated agreements due to the fault of the public side, the share of such agreements concluded in the framework of the competitions).
The rating, according to the Ministry of Economy, should stimulate the use of PPP mechanisms in the regions. He heads him, as last year, Moscow, primarily due to high assessments of accumulated experience. Until 2024, PPP projects in the amount of almost 1.2 trillion rubles were launched in the capital. In 2024, agreements were concluded for 493 billion rubles. and put into operation of facilities for 42 billion rubles.
The second place was taken by St. Petersburg, rising in the rating of one line. This is due to the dynamics of the implementation of projects in the previous year: if earlier the city was not included in this indicator in the TOP-10, now he took a leading position in connection with the conclusion of a concession on the latitudinal highway in the amount of more than 240 billion rubles, as well as the commissioning of a number of schools (12 billion rubles). In terms of experience, St. Petersburg lost only in Moscow-until 2024, 22 PPP projects in the amount of 308 billion rubles were launched in the Northern capital.
The third place was taken by the Samara region (previously at the seventh). Such a leap is also associated with the launch and implementation of large projects in 2024 – a detour of the city of Togliatti with a bridge crossing through the Volga with an investment volume of 140 billion rubles was commissioned. In addition, new agreements were signed in the amount of 14 billion rubles.
According to the Ministry of Economy, in 2024 at various stages of sale there were 4.4 thousand concessions and PPP projects in the amount of 7.4 trillion rubles, of which 5.3 trillion rubles. It was in private investment. According to the head of the department, Maxim Reshetnikov, in 2024 the volume of contracted investments became a record – 278 agreements were concluded 2.4 trillion rubles. (Of these, 1.8 trillion rubles – private funds). The main volume of investments falls on the project of the Moscow-Sank-Petersburg high-speed highway-1.9 trillion rubles. In terms of investments, the main sectors were the transport sector, which accounted for 93%of all investments (2.2 trillion rubles), housing and communal services (3%, or 80 billion rubles), social sphere (3%, or 75 billion rubles). According to the forecast of the Ministry of Economy, taking into account the projects in the study of projects according to the results of this year, the volume of contracted investments will amount to about 500 billion rubles.
