PP communities are proposed to ask for the debt remove despite Montero | Spain

The question was launched twice by journalists when the 14 PP counselors were standing, in block, on the ladder of the Ministry of Finance. Popular positions responded to the media After the proposal to the vice president and minister of the branch, María Jesús Montero, at the meeting of the Fiscal and Financial Policy Council (CPFF) on Wednesday. Despite the massive abandonment of the encounter in protest against debt forgiveness, the total removal of 83,000 million euros was ratified with the votes in favor of Asturias, Castilla-La Mancha (of the PSOE) and Catalonia.

But now a path that will culminate when it takes it out – if the process continues as Montero intends – is approved in Congress as a bill. Then there will be bilateral meetings so that Autonomic governments accept their respective foronations. And that is where the barons will have to face the true dilemma, beyond the political gesture of getting up now from the table:

« Are you going to refuse to accept the forgiveness when approved in Congress? »

None of the directors took the micro on Wednesday to expressly say « no. » On the other hand, the head of the Treasury of the Community of Madrid, Rocío Albert, responded by the tangent: “We are against the condonation. What we want is a new model, it is not a debt problem, but of regional financing. ” The head of Madrid thus threw balls by appealing to one of the joint demands of the popular: the reform of the regional financing system, expired since 2014.

After the joint photo, the directors spoke one by one with the journalists. And several of them avoided expressly guaranteeing that they are not going to adhere to the removal in the future, when it has been approved by Congress and the foroning is a firm offer.

« We are going to see what is going to happen at all times, » said the Murcian counselor of the Treasury, Luis Alberto Marín. « We would have to look at the conditions, » said his Cantabrian counterpart, Luis Ángel Agüeros. “I want to see that all these procedures are met, which legally has coverage. And if it finally comes out, we'll see how it acts, ”said Extremadura, Elena Manzano.

In the similar line, the Valencian responsible, Ruth Merino, had spoken on her arrival at the CPFF: “We are always going to make the decision that benefits the Valencian Community. We are currently centered today. ” Sources of the Andalusian Executive were not sharp in private, pointing out that there is still time to have to make that decision. A thesis that also supports the National Directorate of the PP, who also does not guarantee that their barons finally reject their accounts proposed by the government. The discordant note was put by the Balearic Islands, which was resounding through its advisor, Antoni Costa, by ensuring that his community will refuse to the condom, although they are willing to go to bilateral meetings. The Community of Madrid threatened legal actions against the future norm.

After this Wednesday's meeting – and approval of the Quita within the CPFF -, the next step, as detailed by the vice president, is to convene bilateral meetings between the ministry and the communities to analyze the financial position of each one, since the indebtedness situation is very heterogeneous: there are some with very high liabilities, others that have the bulk of their debt with the State and others with private investors. Meanwhile, the Government must begin the legislative itinerary in Congress, since it removes the approved by Organic Law. If the proposal exceeds the examination of the Courts, the Treasury would have to meet again with the communities so that the agreements become effective or, where appropriate, expressly reject the remove, which is voluntary.

“Once the law is approved, the communities decide if they want the law to be applied; We could bet what they want to accept, ”said the minister at the press conference after the CPFF. According to Montero, the PP counselors have abandoned the meeting because they do not « dare » to vote against a measure that actually benefits them. In fact, the CPFF could not have become whether the PP representatives had not come to the meeting. However, they have chosen to present themselves to the appointment but for getting up without even discussing the condonation proposal, which was recorded at the last point of the agenda.

« If they accepted this proposal, the speech of the confrontation would be exhausted, » added the head of the Treasury, accusing the autonomic representatives of the opposition of « disloyalty » and « abandonment of functions. » He has also regretted that the PP communities have not submitted any reform project of the regional financing system – which, has assured, is detached from the forgiveness and will continue to be worked on in it – but at the same time criticize the Government for not having renewed it. Has argued that, once again, it is because the territories governed by the popular do not even agree with each other On the matter: « There is no proposal of the PP, or a common position. »

The Montero department has calculated the foronation based on different criteria. The departure amount has been the difference between the indebtedness accumulated by the communities between 2009 to 2013 (about 109,000 million), the toughest years of the financial crisis, and that of the pandemic and the inflationary spiral, from 2019 to 2022 (about 29,000 million). 75% of that figure has been distributed among the territories according to the criterion of adjusted population, that is, the number of inhabitants weighted by geographical and demographic factors.

After making that first distribution, the Treasury has applied adjustments: it has raised the amounts for autonomies with the highest debts, which if not applying the correction they had been left with a percentage of removal less than the average, and added an additional injection of money to compensate for the infinance of some territories -a Financing– and to reward the autonomies that in recent years have exercised their regulatory competence in the IRPF.

The final snapshot is a condom proposal for 83,252, with Andalusia as the greatest beneficiary in absolute terms (18,791 million), followed by Catalonia (17,104), Valencian Community 11.210 and Madrid (8,644).
