Persons who launched Latvia for a remarkable cargo of heroin must be called in charge / day

Five people from the SRS’s internal control and a representative from the Corruption Prevention and Combating Bureau (KNAB) for almost two months in service testing the circumstances and facts related to cargo, which had 450 kilograms of heroin and which slipped through Latvia smoothly. The warning received from the European office to fight fraud, or OLAF, was quite accurate, up to the number of the car, but no one stopped cargo in the territory of Latvia.

« The Commission’s proposals have identified these organizational risks, external risks, and, of course, in the activities of individual officials, the failures related to the fulfillment of their duties, which are very important to remedy so that it does not happen again, » says Evita Uvarova, Head of the Internal Control Department of the SRS. What directly concludes is that the details are not revealed because the information is limited in availability. In the opinion of the commission, deliberate malice or corruption has not been detected. The conclusions are summarized and submitted to the SRS Director General. In the framework of the investigation, 15 officials were heard.

Already in the form of a disciplinary case, there could be reason to assess the liability of nine persons: the seven employees of the Tax and Customs Police and two customs officers – for unjustified default or poor quality work.

« There are facts that show that there is inactivity. In my view, it is not permissible and such people have to be punished. Disciplinary but punished. As regards whether there is any malicious action, it can only be assessed by operational methods, investigative methods. It is a matter of law enforcement agencies. »

De Facto’s information shows that Aigars Prusak, the head of the Tax and Customs Police, is likely to start a disciplinary case. Many issues were raised by the hurry, with some other service investigation, without even asking the SRS management opinion, tried to push for approval as the head of tax and customs police officed outside the SRS. The scandalous heroin cargo came from Russia through Estonia and further to Latvia. The risk information was about the car with air fresheners and a specific car number. Video surveillance systems did not record it on the border of Latvia and Estonia. As it turns out, it had mistakenly read the number. During the day, additional information about the potential drug cargo has already entered. It had crossed all of Latvia up to Liepaja. The ferry’s potential risk cargo was captured and Latvian customs announced the German services, which detained the cargo in Travel.

Aigars Prusak, Director of the Tax and Customs Police, refused to explain the situation in mid -March: « We will not comment on the situation. In any case, the fact that the car came into the trap indicates that the integrity of the information and risks was preserved. The criminals went where they had to go. »

The Inquiry Commission also included the Deputy Chief of the KNAB. This institution has taken over the former SRS Internal Security Board under its wing, which has the potential crimes of the SRS employees. The KNAB has not launched its investigation in connection with what was found in the service: « There is currently no inspection or criminal proceedings at the KNAB’s proceedings, which would be linked to this SRS service inspection. Between the KNAB and the SRS there is an exchange of information, and the KNAB is currently abstaining from more comment. »

“If the state, if the Latvian society has instructed law enforcement authorities to insure the possibility of a drug cargo through Latvia, then the state must do so to law enforcement authorities. In the conclusions, I see it that some officials have not acted and are currently trying to defend behind the fact that it was not stated in internal procedures, ”says Schmite-Roze.

Separate shortcomings were found and resolved during the service inspection. Interestingly, during this time, two large heroin cargo was detained in Latvia, with a total of about 600 kilograms – a large amount of record for European scale. On April 14, based on international customs risk information, Grebnev’s customs station checked the cargo with quartz sand bags. With the help of a service dog, there were bags of heroin between them, about 300 kilograms. Only two days later, a similar appearance and volume ship was stopped in Terehova.

After possible drugs, the control was continued with the SRS tax and customs police officers who removed the substance and started criminal proceedings. Whether both of these, as well as the cargo run by the end of January, and whether they had one recipient, the « de facto » approval did not acquire.

Disciplinary cases should be investigated within a month, but can be extended for up to four months. The head of the SRS emphasizes that the uncertainty with the heads of the Tax and Customs Police Department will not hinder the reform of the reform, as the institution’s smooth transition to a new status has moved the necessary employees from the SRS.
