Persecuted families were prohibited or limited to the aid they received from outside, the law
Convicted of suffering all life. This was the fate of families who had unpleasant composition for the Labor Party and its striking instruments. But for its interests, especially out of the need to absorb foreign currency, to a small extent it was allowed to get into place a certain amount converted according to a predetermined, low course, from the Bank of the Albanian State, regardless of any international course.
For all these reasons, the Presidium of the People’s Assembly issued decree no.
On January 24, 1973, the first Directorate of State Security, compiled information on the implementation of the Decree to stop the arrival of financial values from the fugitives.
The report stated that the decree was correctly understood, but he had left room for misinterpretation in some places. In July 1972, a seminar with chiefs of sections was organized in July 1972. Taking a conclusion on this issue, it turned out that the main shortcomings were:
-The fugitives were assigned persons who were not such, contrary to the instructions given.
-The fugitives who had unregistered in their relatives had unregistered in the cartote.
-The dynamics of the change that fugitives such as deaths, repatriations, etc. were not followed.
-The central apartment had not helped and controlled in terms of completing the documents. The deficiencies had the cards.
-The fugitives had camouflaged how the money was sent while the organs could not catch these.
All of these demanded the changes that strengthened the dictatorship and further increased the way of impoverishing families under the hit. For all the deficiencies observed, it was reasonable for this coercion to be in several forms but had to come through the following measures based on the criteria which people had to be considered fugitives. Coming through 4 points, the changes were as follows:
1-Politically acted right after escapes outside Albania were restricted. Persons who escaped regarded this act as a simple curve that brought benefits to other family members.
2-The delivery of monetary values was indicative that the western world had higher living conditions than the Communist East. This reality rejected all the propaganda in Albania that socialism was the highest social order. The Communists, feeling the danger even within their ranks, justified this, saying that financial values sent the fugitives through foreign discoveries.
3-The taking of measures against the fugitive families was appreciated by the masses as this had brought further decline in the economic situation of families who had fugitives. In this sense the decree was called successful.
4-Being completed here, the Minister of Internal Affairs had issued other instructions on which persons were considered fugitives and how the decree in question could be better implemented. Under the conditions set by him, fugitives were considered:
-Albanian states left Albania along with Ahmet Zogu, who had served that regime as the governing cadres, who had remained « counter -revolutionary elements » even after 1944.
-Albanian states left homeland before November 29, 1944, but who had developed activities against the so -called « national liberation movement » by participating in the National Balli and Legality organizations, or other groups that had « cooperated with the occupier » or participated in the state -owned bodies.
-Albanian states fugitives from the People’s Republic of Albania after November 29, 1944 or those who had been sent overseas with various services or reasons, but who had opposed returning to their homeland.
At the end of this order, Deputy Minister of Internal Affairs, Feçor Shehu telegraph all the announced that there was no room for discussions now as all the measures were clear. A larger tribulation was expected.
