Patrushev instructed to check those who did not receive a core
The authorities are moving on to the tough phase of regulation in the field of ecology – enterprises that have not received comprehensive environmental permits (KER), are waiting for unscheduled inspections. The number of violators for whom a hundred -time increase in the coefficient for the board for the negative impact on the environment (NVOS), as well as fines, exceeds 1.9 thousand objects. The state does not intend to refuse to tighten regulation, but because of the desire to meet the time to arrange the core, enterprises could make mistakes, and this calls into question the accuracy of the data.
Deputy Prime Minister Dmitry Patrushev instructed Rosprirodnadzor to carry out unscheduled inspections of objects that did not receive the CER in time-such permits record the use of the best affordable technologies (and, accordingly, minimize emissions) or modernization programs to strive for this state. “Enterprises should systematically abandon obsolete and resource-intensive technologies,” the Deputy Prime Minister emphasized, noting that most of the objects that did not submit applications are in Dagestan, the Saratov and Moscow regions, and in the Kaliningrad region, Ingushetia and North Ossetia, Kar did not receive a single object.
Note: for companies that have not been designed by the CER before January 1, 2025, there is an increase in the coefficient of 25 to the NVOC payment for waste and 100 for emissions and discharges. By April 15, 2025, 5182 objects of the first category of NVOS, which should receive the CR, were in the state – such data cited in his Telegram channel Head of the State Duma Ecology Committee Dmitry Kobylkin. According to statistics, an automatically updated VAT Bureau, by April 22, the core were issued to 3235 objects, respectively, 1.94 thousand enterprises did not receive them.
Earlier, the authorities have already made bonding business – this is the transfer of the terms of receipt of the CER, the exclusion from the list of a number of companies, the acceleration of the issuance of documents, the ban on refusals on formal grounds. As a result, the company from the TOP-300 of the largest industrial facilities in the Russian Federation coped with the receipt of documentation (See “Kommersant” from February 4).
Among the reasons for being late with the receipt of the Car from individual companies-the extension of existing permits for environmental users as part of anti-icing measures, the state-secretary-vice-president of the RSPP Alexander Varvarin explained to Kommersant (they counted on further delay).
Sanctions restrictions (interfering with equipment from the equipment) and “regular changes in legislation and law enforcement practice” are also complicated, due to which there is a need to process applications. There is also a “formal attitude to insignificant shortcomings and multiple returns and refusals in coordination”.
Indirectly, the problem with the documentation is confirmed by the State Duma Ecology Committee: the share of objects that received the CR from the first application is 4%, 28% received them from the fourth and fifth time, and 15% after filing from 6 to 16 applications. A comprehensive examination from Rosprirodnadzor is needed, Kommersant Alexander Kogan said “Kommersant” by the deputy head of the State Duma Committee: “The department should conduct a complete analysis of the application for initial consideration, avoiding a phased indication of shortcomings. But the key problem is the low responsibility of companies. Some of them still have not submitted applications, and some ignore the comments. ”

Obviously, the authorities do not intend to retreat from the tightening of environmental requirements.
Payments of individual enterprises for NVOS may exceed in 2025 1 billion rubles. (See “Kommersant” from January 22) that can provoke a number of bankruptcy and require special attention to regulators to the position of individual violators.
At the same time, the problem may turn out to be wider – as a result of a rush during the design of the Ker, during the scheduled inspections, violations can be identified – and the documentation will have to be redone.
