Party market. How in Ukraine sell political projects

Necheporuk began political career in 2008–2012 from work as an assistant to the then MP from the Communist Party Vladimir Danylenko. In 2014, Necheporuk founded a party « Control. Order. Denis Necheporuk also suggested discussing details at a personal meeting in Kiev. And yet, it never happened, because we are not really interested in buying either a party or a public organization.

In addition to the phone number already mentioned, the Necheporuk Party combines several other factors. Among them are both e -mail addresses and physical addresses. According to YouControl, the contacts of the parties indicate mail « @ukr.net » with similar names – “UKRPARTY”, “UKRPARTY”, “Newparty2023” and others. The domain does not require unique telephone numbers to register a new address.

Another common feature of these parties is fictitious executives, often with criminal charges. It’s not just about the above mentioned Batra Usarovwho stole headphones. For example, a party “Free and faithful” Heads Yaroslav Konup. According to YouControl, in 2014–2015 he had several criminal cases due to illegal circulation of narcotic substances and theft. Among other things, he stole your mother’s refrigerator.

Another example is the alleged head of the party « New Power » Anna Pasichnyk. In 2023 her deprived parental rights through poor care of children and drinking. And half a year afterwards, the beekeeper, according to the documents, headed the party. This list can be continued, as most of the parties of Necheporuk are legally headed by people who have never been involved in politics.

Is this business successful? It is difficult to evaluate objectively, and at least one batch of non -King is likely to be sold. So in 2024 Labor Party changed the name to “We are Kamyanchans”. Before that about a year it was controlled by Necheporuk, but the new manager became a new manager Mikhail Ivanyshen. In 2020 he ran for “For the future” In Kamianets-Podilskyi City Council, but was not elected. Therefore, perhaps, the « We – Kamyanchans » will continue to exist in the form of a regional project.

Buying such political force can hardly be considered a successful investment.

At the same time, the success of the business is not only measured by parties sold. In addition to the already mentioned NGO « Union of Friendship and Cooperation » Ukraine – Russia « , according to YouControl, Necheporuk has Russian business. In 2023 he has He founded Company « Justur 2023 » In the Russian city of Kazan. Nothing is known about this business, the company does not conduct public activity. According to the registers, Necheporuk opened a travel agency in the Russian Federation. It is worth noting that he has several tourist companies in Ukraine, although nothing is known about their work.

Is it possible to use such companies for money laundering, including Russian? Quite. At the same time, there is no official confirmation of this, so perhaps Denis Necheporuk is just a businessman with a company in Russia, who is interested in Ukrainian politics and controls dozens of Ukrainian parties.

It should also be recalled that parties and NGOs can receive seats in election commissions. Therefore, such concentration of political forces and in the hands of one person with Russian connections will become much more dangerous in the face of approaching post -war elections.

What other parties were renamed?

In total, from the beginning of a full -scale invasion of at least 78 political parties have changed the leader, 39 – names. This includes parties related to the mentioned Necheporuk, but the list is not limited.

For example, the head of the prohibited POZH changed. He used to be Yuriy Boykoand from October 2024 – Ruslan Astakhovformer Assistant Boyko.

It should be noted that the BPZG Party has not submitted financial reports since 2020, but even the ban on its activity does not exempt this obligation. Therefore, over the last few years, the NACC has repeatedly sued Boyko, who was the chairman of the party’s liquidation commission. Now the fresh claims of 2025 are addressed by Ruslan Astakhov.

Another interesting example is “Peace Party and Development”. By 2019 it was called « Opposition Bloc – Peace and Development ». Then he was called now Forbidden Opoblock demanding to change the name that happened. In 2019, before the Parliamentary Elections, the Peace and Development Party merged with Opoblok and several more parties.

Therefore, the « Peace and Development » party has every chance of becoming the main platform of Akhmetov’s influence in the post -war elections, if it is not stumbled by the fate of the Opoblok itself.

The list of renamed parties can be continued for a long time, but it is necessary to establish for sure whether someone has purchased a political force, whether or not internal changes occur – almost impossible.

It will be completely possible to overcome it after updating the Law on Political Parties.

The reform would, among other things, simplify the registration of new parties. The fact is that it is now necessary to collect thousands of signatures, to hold a meeting, to approve the statute and the program – the whole process is long and requires considerable resources. However, the reform has been underway since 2020, and the updated bill has not yet been registered.

Until this has happened, and the parties’ market continues to exist, it can be used not only by Ukrainian politicians looking for political force, but also by Russia. This is evidenced by both dozens of parties under the control of one person with Russian business, as well as a possible degeneration of the Opoblok.

It is difficult to prevent such Russian influence in the current environment, but it is possible. However, this will require quality cooperation between the SBU, controlling bodies, such as the NACC, and even the Ministry of Justice, which registers changes in parties.
