Macedonia is an informal world leader in respect and promotion of minority rights. And the Constitution and laws in Macedonia, in the section on minorities (especially one of them), provide them with rights and formal status far above the standards of international law (resolutions), as it does not enable any state in the world (minorities in our country are status – « parts of nations »). But despite this, what opens a number of dilemmas is the fact that although the OSCE has so far had no remarks on minority rights in Macedonia, now that institution is apparently in functioning of the demands for constitutional changes in the « protection of minority rights », that is, Macedonian citizens with Bulgarian self -awareness are inscribed in the Macedonian constitution and their rights and their rights?

For years, reports from all relevant international bodies have confirmed that Macedonia as a state has promoted the rights of minorities, which they are in a positive sense coming out of any framework of international conventions.
Reports by Human Rights Watch, the European Union, the Venice Commission, the OSCE, the Council of Europe and other bodies, have always contained a general conclusion that clearly and unambiguously states that Macedonia’s rights are equally respected, regardless of their ethnicity.
When it has long been absorbed and confirmed, it is unclear why the OSCE is now offered for some expertise in the event of a new legal legislation on the promotion of minority rights in the country.
The OSCE High Commissioner for National Minorities, Christoph Camp, who after taking office in December last year, visited the country for the first time, during a recent meeting with President Gordana Siljanovska-Davkova, offered expertise on the existing national regulation on minority rights.

The constitutional status of minorities in Macedonia is on a pedestal of « parts of peoples »: What still wants to promote the OSCE?

What opens a number of dilemmas is the fact that the OSCE has so far had no observations on minority rights in Macedonia, but now it is obvious to the demands for constitutional changes, Macedonian citizens with Bulgarian self -awareness be inscribed in the Macedonian constitution and the implementation of their rights to be under enhanced monitoring.
And while the official reports on the country the OSCE mentions « minorities », as it is defined by international conventions, in Macedonia this term has been thrown out of use precisely because of further advancement of minority rights, so instead of minorities in the Macedonian constitution they are mentioned as « parts of the nations » (though there is no such definition in the world.
If this stage of equality of all in the country has already been reached, then would the next step in promoting minority rights to declare those « parts of nations » in the constituent peoples and thus to delete the centuries -old struggle of the Macedonian people for their own state? With such a step, the Macedonian people are converted into a people without their own state sharing territory with other nations.
The OSCE should be aware that with the pressures Macedonia further increase the rights of minorities outside all international frameworks, in fact works to disintegrate the country.
As a reminder, our interlocutors, minority rights experts emphasize that « precisely on behalf of the additional raising of minority rights, the Macedonian Parliament has passed over the years a bunch of unconstitutional laws, which are now more stumbling and malfunctioning than their application. »
The thesis that the OSCE does so in the direction of the Macedonian EU integration path is terribly fatal for Macedonia, as de facto OSCE with the initiative (for audit, promotion and implementation of minority rights) practically concludes that « here are not respected by minority rights and that they should intervene to the EU, Criterion for the treatment of minorities?! « 
Our interlocutors, professors and international law experts argue that they have also made concrete comparative observations of all aspects of respect for minority rights in Macedonia and absolutely and responsibly claim that « both de Jure and de facto minorities in Macedonia enjoy the status and much higher than the EU, Questions « . This takes a little longer elaboration, the interlocutors say, but say the preparation of bulky materials is being prepared, which will soon be submitted to the Council of Europe, after which they will be made public.


A little to turn to other countries?

What expertise would the OSCE would offer about minority rights in Macedonia? Perhaps this refers to the vague terms, so we will insist on replacing the term « parts of nations » with the term « minorities » and thus harmonizing in a way as provided by international law. Macedonia is a worldwide example of top minority rights, even in a way, we have been masochistic about this issue, going out of all the international minority rights frames just to please minorities in the country and even more complicate the functioning of the unitary state. After all, they are not minorities in our country, but are equal citizens. What more than that? From minorities to grow into constituent peoples?

The war in Ukraine has shown that the OSCE is also facing the challenge of whether it will survive in its current format, and those dilemmas were particularly pronounced before the final conference of the organization organized in Skopje in November 2023 after the country chaired this body for a year.
What was immediately in the face was that the OSCE, despite the negative reports of more countries on the fulfillment of minority rights, did nothing concrete to force those countries to change something in the approach to minorities. It devalued the OSCE as an organization and brought him to the brink of extinction.
Namely, Greece and Bulgaria have received negative reports for years from the United States, the OSCE, the Council of Europe, the Strasbourg Court and other bodies for flagrant violations of minority rights, but do nothing to change things and remain unpunished. Justice that such was their constitution is more than banal for countries that are part of the European Union and which have pledged to respect all organizations that they will respect the rights of minorities.
Unfortunately, the real situation is far from good. Bulgaria does not enforce the verdicts of the European Court of Human Rights, does not allow registration of Macedonian associations, while the rights of the Macedonian minority in Greece are below any level, especially given the fact that people even fear for their security if they are Macedonians. Even Macedonian tourists who stay in Greek resorts every summer must tell where they come from to have no inconvenience during their stay.
All this clearly shows that instead of the OSCE to deal with the countries in which the rights of minorities need to be truly improved, it goes to the line of less resistance and presses where it has long been fulfilled.
– I do not know what expertise would the OSCE would offer regarding minority rights in Macedonia? There can be no more constituent peoples in a unitary state because it leads to the breakup of the state. Tomorrow every constituent people can raise a question of secession and announce part of the territory to another state. OSCE may be asked to declare them indigenous minorities in our constitution and thus guarantee all minority rights in accordance with international conventions. If the OSCE expertise applies to this, then okay, because there is no other basis – some connoisseurs of the minority rights -related issues conclude. ST
