Operators of electrical loading stations (EMS) are concerned about their low loading due to the slow growth of the electric vehicle. According to market participants, the average workload is 4.5–6%. The industry association against this background appealed to the Ministry of Energy with a request to allow to move the under -loaded stations without the return of subsidies.

The increase in charging infrastructure was facilitated by the program for subsidizing the ERS installation, which operated in 2022–2024. The maximum subsidy was 60% of the cost of the station, but not more than 1.86 million rubles.

The APOE explains that, within the framework of the subsidy, the investor has obligations to the region to ensure the performance of the EEZ in the location of the installation for five years. Some of the stations set under the program are underloaded, but the operators can only move them with the return of the subsidy. Apoe appealed to the Ministry of Energy with a request to adjust the program “Development of Energy”, Armen Safaryan said at a business breakfast “Kommersant”. One of the proposals is to allow to change the location of the unloaded ERS without the return of the subsidy. According to him, when the benefits for technological connection were canceled, and the affordable capacities of 150 kW became more difficult to find, the operators more professionally began to relate to the selection of locations for the ERS. The Ministry of Energy refused comments.

The Rosseti confirmed the “Kommersant” the fact of the low loading of the ERS, but they said that they did not see the need for their mass transfer. “It is necessary to continue to improve the mechanism for the provision of state consididia to the station operators and motivate participants to effectively place the ERS initially due to a more point approach when determining the size of the subsidy,” the company believes. Atomenergo is seen in the provision of subsidies, free parking and traveling on paid routes, targeted programs for equipping fleets by electric cars. The company prepares the relevant offers on the basis of the Center for Electricity of the Association « Digital Energy » and sends to the executive authorities.

Leonid Churilov believes that it is necessary to stimulate the purchase of electric vehicles with individuals and corporate clients. The amendments to the Law “On Taxi” adopted in the first reading, he notes, exclude the use of electric vehicles in a taxi, and then in car sharing. “It is important to subsidize not only manufacturers of the EEZ, but also operators,” the expert notes.

Punkt E managing director Konstantin Alyabyev says that the average EPS loading figures in all regions are still lower than targets, but with an increase in infrastructure, the growth of the electric vehicle starts, which loads the stations. According to him, already dozens of EMS of the company exceeded the target load level of 30%.
