Only starting points for negotiations are known

The negotiations were short this time, Only a good hour lasted yesterday’s conversations in Istanbulat which Ukrainian representatives tried to convince the hostile Russian side in vain to agree to the ceasefire and as soon as possible a personal meeting of the presidents of the countries.

Like for the first time, they managed to agree only on humanitarian issues, again, this time even greater exchange of prisoners of war, as well as corpses of killed soldiers. They also agreed to meet, but last time they did not know where and when they would meet again.

Or maybe they will no longer meet if Ukraine repeats another campaign, such as a recent mass attack on military airports across Russia, in which, according to the latest reports of the Ukrainian General Staff, twelve aircraft was destroyed, as according to Ukrainian media, an unnamed member of the Russian delegation has been threatened. Yesterday is a Russian MP Alexei plug He stated that Moscow would agree to the third round of talks if two conditions were fulfilled: the termination of Ukrainian attacks on military airports and railway infrastructure and the realization of the Russian demand for a few days of ceasefire on some parts of the front so that they could collect dead soldiers from the battlefields.

For history, the second round of directing attempts to direct negotiations will be important especially because the enemy has officially exchanged documents on it, in which everyone had to define how to imagine a peaceful solution to the armed conflict. The Ukrainians delivered their memorandum to the Russians days ago, and was pushed into the hands of journalists before the meeting. The Russian side insisted that the documents should not appear in public before the meeting, so she only handed them to the opponents at the negotiating table.

Compromise is not on the horizon

When Russian starting points were also published for possible peace negotiations, it became clear what could have been predicted earlier: the basic views and principles of Moscow and Kiev are so conflicting that even the most daring analysts do not dare to predict what a compromise could be if it could occur.

Already in the Ukrainian memorandum, there were views on which Russia would never have agreed, such as rejecting the request to preserve Ukrainian independence and prohibition of integration into military blocks. The Russian document includes such requirements that some Western commentators named it a proposal for a « capitulation » of Ukraine.

Much of what is written in the Russian memorandum has already been heard from the mouth of the country’s high representatives. First of all, there are twelve key principles that the enemies must agree that they can negotiate at all. Among them are the most unacceptable demands for Ukraine that it must recognize Russian sovereignty over five regions that have been added to Russia, and to remove the army from there, that it must be neutral and non -national state, to give up NATO and to install foreign soldiers in its territory and to limit the power of its army.

In the second part, Russian negotiators offered two options in which they would agree to the interruption of fire, which is so striking Kiev. After the first, the complete withdrawal of the Ukrainian army and paramilitary units from all of the Russian territory, including the two Donbas republics and the Herson and prison authorities, should immediately begin.

Alternatively, it represents a « package » that Ukraine should undertake during a truce that it does not transfer military units to stop mobilization, dismiss foreign military consultants, cancel sabotage, … then abolished the state’s military status, conducted the presidential and parliamentary elections to make a new, legitimate. agreement with Russia.

As explained today by Deputy President of the Russian Council for National Security Dmitry Medvedjevit is not the goal of Istanbul conversations in order to achieve « compromise peace under the unrealistic conditions that someone has invented. » According to him, negotiations in Turkey are needed for « our quick victory » and « complete destruction of the neo -Nazi government » in Kiev. « This is the importance of a Russian memorandum, » the former president wrote on his social network.
