At the same time, according to the Prime Minister, the employees are not always paid overtime, knowing the remuneration fund limit. « In public administration, solutions are being sought to smooth out these costs, » Silina said.

She pointed out that the intensity of work in the central institutions tends to be quite high in dealing with different crisis situations.

« We want to have people who deal with these crisis. Also, when it comes to mouth and nail plague (..), we needed people who worked in a continuous mode, and of course they would not do it for free, they will definitely want to pay the appropriate pay, » the prime minister said.

LETA has already written that Latvian public media broadcast « De facto » reported that last year seven million euros were paid in bonuses and cash prizes.

The bonuses were paid to most ministries employees who have worked for more than a year, but are used in many places to increase the paid remuneration, assessing the broadcast, noting that this practice is contrary to the objectives of the remuneration reform. As the broadcast notes, two and a half years after the start of the reform, there is a major inequality in the salary of various ministries. The reform intended to be rewarded and at the same time abandoned many bonuses, but the bonuses were not paid.

Laila Ruškule, a consultant at the Human Resources Policy Department of the State Chancellery, believes that the reform is lacking in funding. Two years ago, the State Chancellery asked the government € 50 million, but the government has given six million euros, which had enough to « only raise the lowest wages ».

In addition to cash prizes and bonuses, the ministries also pay bonuses. If they were included in the monthly salary, in some ministries the objectives of the reform on the amount of remuneration would be achieved and even exceeded.
