Old Narva buildings: you can not leave
Buildings that have failed, but continuing to collapse on the streets of Narva are a fairly common phenomenon of recent decades. Some houses are abandoned and spoil the appearance of the streets, some manages to maintain in decent condition, but in their place there could be something more useful and pleasant to the eye-new buildings or walking areas. What interferes with the demolition of Narva « abandonments » and which of them still plan to dismantle in the near future?
According to Dmitry Dyakov, a lawyer-leader of the order of the Narvsky City Praise, the Narvsky CityPrives, today there are 26 unused and abandoned objects that are in private ownership. According to the requirements of the improvement rules, access to such buildings should be closed, and garbage is removed on the territory. The city government regularly checks these requirements and, if necessary, reports on problems to the owners or makes instructions. However, it is not possible to demolish such buildings without the consent of the owners.
Garden on the site of the dilapidated building of the Narva Hotel
One of the famous city buildings that they want to demolish for more than one year is the second building of the Narva Hotel. Last year, information appeared that it could be dismantled in the near future, but so far the collapsing structure continues to stand in its place. The Narva Gazeta asked the manager of the hotel Vladimir Aret, which was preventing him from demolishing him.
“When we thought about the demolition of the second building, it became clear that the demolition project was first necessary, since the situation is quite difficult – first we need to strengthen the existing building, because they adjoin each other. Now we have received offers from firms providing such services, and we will choose the right option. Many companies carry out the demolition of buildings, but there are much less specialists in designing such work. We need a high -quality strengthening project to safely separate and dismantle the dilapidated case. Next year we will begin this design, it will take about four months, and then the issue of financing and implementation of the project will arise. Let’s hope that in 2026 it will be possible to start dismantling work, but at the moment with confidence we can only say that the demolition project will be ready next year, ”said NG Vladimir Ariet.
The hotel manager added that when the project appears on paper, the final cost of work will be clear, since now no company can guarantee the exact price of demolition, the proposal is in the range from 60 to 120 thousand euros. It is precisely because of the high cost of work that the demolition process is moving slowly-the amount is not small at all, and they need to be laid out from their pocket.
When the destructive body of the Narva Hotel will still be able to demolish, the hotel leaders plans to develop this quarter. The first step will be the improvement of the territory. They want to break the garden and make a territory for walking. Since in 2026 it will appear in the city Another big hotel For 125 seats, the second building of the Narva Hotel is not needed yet.
“We will hold your hand on the pulse and see what is happening in the hotel sector, what kind of demand is and what we can offer. The improvement of this territory is necessary, since the area becomes very attractive to tourists. We are well aware that this is necessary, but the demolition work is very laborious and expensive. It requires time, finance and a good project. There is no financial assistance, since funds help with the demolition of buildings to local self -government, but not to individuals. Private property is on one hundred percent self -financing, ”added Vladimir Ariet.
When the construction budget is over
The second building of the Narva Hotel until 2003 worked fully as part of the hotel, but the previous owner had the idea to renovate the main building, as well as to rebuild the second part of it. During the work, all communications, heating, sewage was removed from the building, and the internal walls were broken. The construction budget has ended on this. Further, there were many plans for the reconstruction of the corps, but the last audit showed that now it is already impossible and it needs to be demolished.
Modern building for several schools in the Soldin area
Another building in Narva, which is prepared for demolition, is the building of the former Soldinsk school on Myza, 1. Although it does not look dilapidated, it was decided to eliminate it in order to build a school in its place that meets modern requirements.
According to Andrei King, chief specialist of the property department of the Narvsky CityPriva Department of the Narvsky CityPrives, the city is currently being implemented by the city of uniting at least two main schools in one and the construction of a school building to accommodate up to three parallels and small classes there. The project received support in the framework of the measure “Improving access to education and training” in the tour of applications for organizing a network of basic schools from 2021 to 2027. The purpose of financing is the integrated organization of the school network of Ida-Virumaa, bringing the number of secondary schools and training places in their buildings in line with demographic changes.
According to the project, in the part of Soldin (in the plots of the Tallinn highway, 40 and myza, 1) a new educational building, parking and school territory will be built. The new school will be formed by the merger of two municipal basic schools or for the main school and the Payu school continuing its activities. Currently, a construction project for the demolition of the building is drawn up, and its liquidation is scheduled for the period until the end of this year.
“Among other things, additional measures will be considered to ensure the safety of buildings located in close proximity. Demolition will be performed on the basis of a single dismantling project, and to minimize the formation of dust, moisturizing structures is planned. This will ensure the settlement of particles and prevent their distribution to adjacent residential buildings. Bulstarite structural elements will be crushed outside the city to reduce the noise and dusty environmental impact. In Narva there is already practical experience in performing work on the demolition of buildings in residential areas, which will be taken into account when implementing this project, ”Andrei King explained to the NG journalist.
Mount of construction garbage instead of an former animal shelter
More actively, the demolition of the old building moves on the street of 1. There were a kindergarten used to be there, then an art school, and in recent years – the largest narva Kassituba animals in the city. The building was in the use of three tenants – Mtü Narvakassituba, Mtü Narva Kasside Sos and Mtü Koertekool Best. But contracts for the use of premises in the building with the listed organizations were terminated, and it has been empty since the beginning of 2024.
According to NG, Andrei King, work on demolition on the tour, is carried out by order of the Narva City Council and with financial support from Ettevátluse Ja Innovatsiooni SA (Kredex) as part of the project to demolish buildings. The framework of this support provides for a demolition project, the demolition of buildings, waste disposal, as well as the layout and landscaping of the territory.
Now you can see that the building has already been dismantled, and in its place a large mountain of construction garbage rises. After its export, the improvement of the territory will begin, and, perhaps, in the near future a zone for relaxation and walks will also appear on it.
