NSSU found a violation in all hospitals that checked

There was no necessary equipment in the hospitals

In 2024, the National Health Service of Ukraine conducted routine monitoring in 16 hospitals that provide a stroke treatment service under the medical guarantee program.

As evidenced Results Verification of the NSAU, violations were found in all establishments.

The department says that cardiovascular diseases in Ukraine are the most common cause of death, so establishments with NSAs under the package of services « Medical care for acute brain stroke » have paid special attention to.

In all 16 hospitals during the monitoring, they found a violation of the terms of the contract.

One of the common remarks was Lack of round -the -clock access to computed tomographЇ (CT) with angiography (a way of visualizing vessels) and magnetic resonance imaging (MRI). TsThere were no yogurt access to neuroimaging in 62.5% of hospitals.

The NSAs noted that in the case of strokes, such diagnosis is important to correctly determine the type of disease and prescribe effective treatment.

« This is critical – delay can lead to disability or death »– the service stressed.

In addition, in some hospitals did not conduct mandatory patients’ consultations with physical therapists, ergotherapists, speech therapists. Such a violation was recorded in 37.5% of hospitals.

In some places, people diagnosed with stroke were not evaluated for swallowing disorders, which plays an important role for effective recovery.

Among the main violations was also Lack of necessary equipmentin particular, synchronization defibrillator. In the absence of the necessary devices, doctors cannot detect critical conditions in time – cardiac arrest, internal bleeding or sudden deterioration, the NSAs are said.

Most often (in 75% of cases) in hospitals there was no express coagulometer, which can promptly measure the rate of blood coagulation.

Fully the terms of the contract with the service did not meet three medical facilitiesSo they voluntarily abandoned the contract and did not apply to it in 2025. It is about:

• Kyiv City Clinical Hospital №9;
• Slobozhansk Central Hospital;
• Nadvirna Central District Hospital.

They monitored the lack of necessary equipment, lack of doctors and not timely diagnosis and treatment.

In addition, the Hospital of JSC « Ukrainian Railway » in Kharkiv did not eliminate the violation during a certain period, so it was obtained only in March 2025.

In the end, the NSAs have developed plans to eliminate violations for 12 institutions aimed at their development. Also after monitoring Hospitals have to return to the state budget over 16 million hryvnias.

« High -quality and safe medical care is the basis for the conclusion of the contract. The NSAU purchases medical services only in hospitals where the patient can receive full and safe treatment.

Stroke treatment is not about the « bed », but the presence of a stroke block with qualified doctors and nurses, 24 -hour CT, MRI, laboratory diagnostics, and early rehabilitation « – explained in the NSAU.
