The national payment cards system began to collect more detailed information about incidents using sociophysenerals. Experts believe that in the future, this will more accurately adjust the antifrod systems of both the entire payment system and individual banks. However, there is a fear that a new approach may confuse the statistics of incidents.

The fact that the new standard of the Mir payment system for working with the fraud information system began to operate, on April 2, representatives of the National Payment Card system (NSPK) stated at the Antifro-2025 Cyber ​​Mephormishastvo forum. Until now, for all fraudulent operations associated with socialistry, which banks reported in the NSPK, there has been a single code.

  • According to the new rules, banks should be divided by all incidents using societies into three types-using ATMs, POS-terminals and P2P translators.
  • In addition, they must also report the replenishment of dropper cards (persons providing their card accounts for the transit of stolen funds with small amounts) with cash carried out under the influence of social engineering.
  • The deadline for providing information in the NSPK has been reduced – from 15 days to one week.

As Kommersant explained to Kommersant Deputy Director of the NPC operating and technological department Georgy Dorofeev, the separation of reports in the direction of social engineering will allow NSPK and banks to more subtly set up their antifrod systems. “Now the market will have more detailed statistics on the distribution of fraudulent actions,” he said. Based on the data obtained, NSPK plans to give recommendations to banks to strengthen systems and work more pointily with those banks that show a high level of Frod.

Experts also talk about an earlier response to incidents. The MVA-Professor of the Digital Finance of the Presidential Academy of the Russian Academy of Sciences Alexei Voilukov believes that « more detailed information will allow the NSPK to better work certain scenarios and quickly warn banks about possible bursts of fraudulent operations in individual segments. » Also, the information obtained will help to help banks, rarely encountered with socialistry, “more accurately configure its antifrod system,” he notes. This, according to the chairman of the Commission on the Security of the Financial Market of the CCI of the Russian Federation Timur Aitov, « in the medium -term and long -term perspective, will optimize the strategy for the fight against fraud. »

According to the Bank of Russia, in the third quarter of last year there were 95.2% of all types of attacks for socialist and over the past two years this figure has never dropped below 90%. At the Antifrochu-2025 forum, the director of the Information Security Department of the Central Bank Vadim Uvarov said that in the lists of drops, the transfer to the accounts of which should fall under the law on “cooling”, it is planned to include those whose cards are withdrawn from the accounts of drops that received stolen funds directly from the victim. According to him, about 300 thousand such transfers, as well as cards, are already “cooling” monthly.

At the same time, experts note that all the reports discussed are submitted by banks of the post -fact and cannot always help banks in the operational struggle with attackers. The head of the board of the Association « Financial Innovations » Roman Prokhorov notes that the NSPK wants not to fall out of the mainstream to combat scammers. “They just adopted a large appropriate bill, he was followed by the president’s order to strengthen the responsibility of banks and mobile operators to reimburse the abducted clients of customers,” he explained. From a practical point of view, the value of this innovation of the NSPK, in his opinion, is not obvious, since incidents usually are comprehensive – there are ATMs, transfers, and replenishment of drop maps. “So the proposed marking is clearly not only not helped, but also will confuse the statistics of incidents,” said Roman Prokhorov.
