From the answers of the “Narva newspaper” of the Department of Social Assistance of Narva, and then the Narva police department of the Eastern Prefecture, we learned that this is a citizen of one of the countries of the European Union, that it is legally in Narva and refuses the proposed assistance, in particular, the placement of the city in one of the social institutions.

Unfortunately, our editorial office could not find out about this wanderer anything else to somehow help her, primarily through appeals to the corresponding instances.

And a lot of options for this on our Internet sites were expressed: the publication received a great resonance, because a foreigner already fell into the view of many Narvityans. Most of the commentators expressed the opinion that leaving this person unattended inhumanly, and for Narva as a city – ugly. And they offered to write in the authority: starting with the country's embassy, ​​from where the woman came, ending with the chancellor of Estonian law.

At the same time, some commentators expressed the hope that everything is not so bad with a woman: since she is a resident of the European Union, once travels legally, it means that he has funds and is going to herself somewhere in the hotel (it turns out, there was a similar example in the history of Narva), and during the day he collects his entire belongings and runs along the streets of the city. I would be glad to calm down on this score. Moreover, we publicly designated our concern, it remains to wait for the result.

But the other day, the editorial office received a message: our wanderer spends the night under the balcony of one of the Narva houses, and his approximate location was indicated. Late in the evening this week we determined this house – st. Pushkin, 2. Because under one of the loggias a woman slept, the same. Meanwhile, the temperature on the street was a minus. Of course, for evidence, and not at all because of the “journalistic itch” we had to take a picture, and today it is used in publication.

The next evening, we again came to Pushkin, 2-to talk with this woman, to learn more about her, to facilitate her situation with something. And they found it already under a different balcony. But – alas … The woman was alarmed and, grumbling angrily in a language unfamiliar to us, hastily retired with her luggage.

From this short meeting, of course, we have a bitter sediment and a new series of questions arose. The main one is really normal: not to intervene in the situation of a person who leads a dangerous lifestyle for himself? Namely, this position was taken as a result by Narva social and law enforcement services.

We addressed this issue to two competent specialists in the field of social work. The head of the NPO Lapsele OMA KODU Natalia Umarova and lawyer, a former employee of the Narva Department of Social Work, Julia Foreman, agreed that to answer this question, you need to learn more about the details of the situation and about the woman herself. However, no matter what these details are, one thing is clear: the goal of all state and municipal structures should be to ensure a decent life for each person located in the zone of their responsibility. So the Constitution of the Republic of Estonia formulates these tasks.

The editors hopes that the position of the homeless foreigner will change the forces of civil servants operating in our city and we will not need other levels of solving the problem.
