Non -governmental organizations are unacceptable to people who are against pluralism


On the occasion of World Non -governmental Organizations (NGO) – February 27, which has been celebrated by 11 years by the UN, BNR Zdravka Kalaydzhieva – lawyer, human rights activist, judge at the European Court of Human Rights in Strasbourg from 2008 to 2015, « Dnevnik » publishes a summary of the interview.

Everyone has the right to the opinion of his expression. But the Bulgarian Constitution, and not only it, prohibits the use of this right to violate the rights of others and to summon the ignition of feud and to violence. This makes the difference between the manifestation of the vandalism of the Revival on Saturday and the manifestation on Wednesday of a peaceful protest and a constitutionally settled parliamentary debate.

These values ​​are, of course, the values ​​of all organizations to which Bulgaria has joined the European Union and the Council of Europe. They protect precisely the pluralism of opinions, the peaceful settlement of questions and the adequate perception of legislation and its implementation, etc. It is not at all wonderful that we are currently observers of a change in this regard, the change of the maintenance of those of the cigarettes of the World War II – a minor war incomplete human beings.

Currently, these values ​​are shaken by President Trump's refusals or desires for withdrawal from international treatiesby which all countries maintain their relations and all citizens hope to protect their rights on the basis of these international treaties.

The non-governmental organizations in Bulgaria are relatively active and I would say there are much more than the announcement of the holiday of the non-governmental organizations.

We are currently observing a crawling in the other direction of the pendulum. President Trump has expressed a desire to stop the funds to support non -governmental organizations, emigrants. At that time, some media outlets were activated to blame non -governmental organizations in abandoning patriotic values, betraying the people, and so on. It is not a bad thing to look at actually who ignites this bias because non -governmental organizations are one of the manifestations of pluralism of any democratic societyS They are the expressors of different opinions that everyone is entitled to.

Today, however, the US government plans to cease or limit foreign funding. Orban, as his longtime ally, points to Trump's actions against USAID as a catalyst for the desire to remove foreign networks. At that time, Serbia began to say persecution, but action against non -governmental organizations. That is why because they receive their funding from abroad and, as President Putin and the legislation in the Russian Federation say it, they are foreign agents, ie. They receive their funding from elsewhere and therefore disseminate the opinion of foreign organizations, information, foundations, etc.

On Saturday, we all saw what methods and resources we were talking about the actions and behavior of supporting the supporters and leaders of the Revival. I think the leaders of different political parties are responsible for the actions of their political formationsS The other question is whether the Ministry of Interior, which has its main function to preserve public order, She had prepared adequate protection for this protest and her eventual intervention to prevent vandalists and aggressive manifestations of participants in the so -called protest.

The right to protest is protected throughout the democratic world. However, the violent and hooligan manifestations are not protected. In such cases, the police may not only, but must intervene in order to protect public order. I think this is clear and it is reflected in many of the decisions that the European Court of Human Rights has ruled in connection with the lack of adequate investigation into police violence, not only to protesters, but also in principle against any citizens who have not deserved the use of power.

I cannot rule instead of the Bulgarian court about what responsibility they can and will bear the persons involved in these vandal actions. The immunity of the MPs, as well as the representatives of the judiciary, is functional immunity. It is related to their activity in connection with these positions.

But notice – Judiciary, as well as against the « anti-Bulgarian » NGOs and the media that do not always agree with the governing, is carried out by certain political groupsS They are directed against the judiciary, the media and the civil society, because by definition these are the formations that they carry out or at least seek to exercise public control. This control is not acceptable to people who do not accept political pluralism and pluralism of opinions. You see how attacks were directed against so -called sorosoids.

The so -called sorosoids are not clear who they are, because the support of different foundations is precisely support for pluralism. And you can't find all the « sorosoids » under the same flag. We see « Sorosoids » in the GERB political group, former and current ministers, presidential advisers, non -governmental organizations who have their opinions, their ideas about the way of developing life in Bulgaria, in the political directions of Bulgaria's development and express them.

Only those who do not like these opinions try to spit them and present them as some enemies of the people and as foreign agents. Why? Because they are « grandiles » receiving financial support from the outside.

Well, since 1990, when the development of non-governmental organizations in Bulgaria began, so far, Bulgaria receives grants not only for non-governmental organizations, but also for governments to carry out various actions for the benefit of society.

If you look at what these foundations are supporting civil society or the development of Bulgarian society through governments, you will see that these are formations of the United States, the Netherlands, Norway, the United Kingdom. Because the Bulgarian government did not have and did not provide sufficient funds for this democratic development of Bulgaria, including for the construction of schools, cultural centers, health establishments, homes for the elderly and what is not yet.

The question was quite correctly the question of why it was finally not checked how much these aid were, and they were billions, and what they were used for both the government and the non-governmental organizations that report every penny annually.
