The AP government has recently promoted a bill to the Storting on the revision of the Mineral Act.

It is proposed to legislate that the Sami should be allocated an « indigenous people » from the mineral business/mining business of the Sami. The remuneration is proposed to be 0.25 % of the value of the minerals removed.

It is stated in the proposition that the indigenous people are paid to the Sami from the Sami «The land of indigenous people»Or as it also states in the proposition,«In traditional Sami areas« . The area in Norway mentioned in this way is from parts of Dovre to the border with Russia.

That is to say that only Sami/Sami speakers have never lived for a long time in any area in Norway. To refer to parts of Norway as «indigenous lands»Is therefore more than strange. If an area is some areas, consequently it is not other areas.

Individuals or groups of Sami should be granted compensation and remuneration in connection with mineral activities on a par with the rules that apply to the non-Sami in Norway. Beyond this, there is no reason to legislate a separate duty to compensation and/or remuneration, especially to the Sami or the Sami.

Thus, there is no factual reason for such a discrimination of Sami and non-Sami as the government proposes. Here, an extra tax is proposed from the mineral business that will go to the Sami, one and the aging because they are Sami. Such a discrimination of Sami and non-Sami violates the content of Article 1.1. in « UN, s convention against all forms of racial discrimination»And is therefore to be regarded as State racial discrimination.
