New Home Order Rule: ‘There will be no police methods, but you can be sentenced to fines’
The new Rulebook on Home Order in Residential Buildings shall enter into force for nine days, and today a new package of the Home Order Regulations, support for the acquisition of the first residential real estate, the co -owner community and the building manager. Rules will be published tomorrow in the Official Gazette and enter into force eight days after the publication.

Basic said the new home order was needed because it was a mess so far. Home mess.
– The very fact is that we in the house order had to prescribe that food should not be thrown through the balcony, cigarette butts, chicks and garbage. I think he talks enough about where we are as a civilization or as citizens of a city, he pointed out.
New Home Order Rulebook
The Ordinance on the Home Order was shaped with a public debate, and representatives of co -owners, lawyers and managers participated in the preparations, Uhlir said. He added that numerous comments arrived through the public debate, some for, some against individual provisions, which resulted in the changes to the document before the announcement.
– This is a tool that helps the co -owners more easily define the rules of life in the building, and more than a third of the provisions can change over a half majority – said, and mentioned the problems that receive from citizens.
– We get examples, mails, pleas for the help of numerous co -owners across Croatia who have just such problems with home order, with one that creates problems. In the previous year, I received a mail from a Kvarner manager who asked me: Please help me, I have a co -owner in a multi -residential building that performs a great emergency at the entrance. What do I do? These are problems that, unfortunately, in the 21st century occurred in multi -residential buildings in Croatia – said Bašić said, explaining what it means for co -owners, writes HRT.
– Now, according to this regulation, we have to adjust and have to move and solve our problems within buildings as hard as it is. No more ‘aunts in the municipality’ that solves problems. Why? Because we co -owners are inside that building. We have legal frameworks, we got tools that have not really existed so far. We could have been implemented, but it wasn’t so simple. So, now we got tools that could help us at least half of the buildings in Croatia somehow encourage some positive changes. That this rusty building wheel management was a little greased and that it began to move slightly. What it will look like in the future, we cannot tell none of us here now. We can only hope that these regulations will be applied, he said.
Without police methods
Representatives of co -owners will not become police officers, but they will have a significant responsibility for implementing laws and home order in buildings.
– There will be no police methods, but the great burden of responsibility lies on what is called « Inter Pares », the first among the equals, a representative of the co -owner – said Vladovic.
The home order has a general part prescribed by the Minister, while co -owners can bring special provisions adapted to their building and tenants themselves. A special challenge is a short -term rental that requires the consent of the co -owners – there are transitional deadlines, and more recent tenants must immediately obtain a two -thirds consent.
In the case of a home order violation, a fine of 50 to 500 euros can be imposed, gradually increasing.
First property tax refund
Uhlir referred to the Ordinance on the return of taxes for the first property and said that the legal provisions had been earlier.
– All those who have bought their first housing property from the beginning of this year can apply, can apply for the rules prescribed already in the law, socially encouraged housing from April this year, and this ordinance is only elaborated and made for patterns that our citizens will file for APN – explained to whom the Ordinance is intended.
Vladanovic commented on news about the establishment of a register of builders of buildings in Croatia and what it means for tenants.
– We had the opportunity to hear on the basis of the law that came into force on January 1 this year. Here, we also welcomed that moment when we have three of the sub -final regulations we announced. Thus, the Ordinance on the content and manner of keeping the register of buildings, the Ordinance on the content and manner of conducting the co -owner’s community register, and, I would say, equally important, if not more important than this, the Ordinance on the Home Order in Residential or in Buildings – he said. He stressed that they had been waiting for this law for 30 years.
