The construction in Sofia is going further up to Vitosha. How to remove territory from Vitosha Park

Vitosha Nature Park has been a protected area since 1934 and has an area of ​​over 27 thousand. It has state, municipal and private property (restored by restitution), but new construction is prohibited. By order of the Ministry of Environment and Waters of March 1, 2004, the exact coordinates of the border were also defined in the part of the park that falls in the Sofia Municipality.

Neno Dimov withdrew his order in January 2018, but this action was appealed by Beloslav Stoyanova and it was annulled by the Supreme Administrative Court (SAC) in April 2019. Thus, the first order removing the property from the park remains in force.

Two non -governmental organizations – « The Association of Parks in Bulgaria » and « Association for Research Practices », appeal the court decisions. The first three -member composition of the SAC, and then a five -member chairman Georgi Kolev, resulted in the reduction of the area of ​​Vitosha Park. The last order is on April 7, 2023 and it is not subject to appeal. The owner of the removed terrain from the park submits an application in the Vitosha region for a change in the regulation plan.

The chief architect of the area issued an order on October 23, 2024, allowing a project to be developed to amend the detailed development plan – the regulation plan for the purpose of « forming a new regulated property for » JC  » – residential construction.

If this change in the detailed plan goes to the Municipal Council, then the authorized height in the property will be up to 15 m, the intensity coefficient – 2.3, which means that in the case of an area of ​​7.9 decares is entitled to 18 170 sq.m of built -up area (total area).

With the pledged parameters for the construction, the property is extracted and a new value and two months later, on December 5, 2024, it was sold for 2 million euros to an individual who owns companies with headquarters in Varna.

« According to the provisions of the General Plan (Master Plan) of Sofia, this property is not intended for construction, even though it is not in the park. In order for this to be possible, the Master Plan must be changed. Only with a change in detailed plans, this cannot be done, » said Toma Belev, chairman of the Association of Parcs in Bulgaria.

The contracting authority is Boyana Project 1 Ltd. A check in the Commercial Register shows that the company is managed by the son of the leader of the Volia Party Veselin Mareshki, who is also called Veselin. He is also a co -owner of 50% of the company and the other 50% is Alexandrina Mareshka.
